CALL TO ORDER
Council Chair Barry Buchanan called the meeting to order at 6:30 p.m. in the Council
Conference Room, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL
Present: Barbara Brenner, Rud Browne, Barry Buchanan, Ken Mann, Todd
Donovan and Carl Weimer
Absent: Satpal Sidhu
COMMITTEE DISCUSSION
1. UPDATE FROM WHATCOM COUNTY SHERIFF BILL ELFO REGARDING JAIL USE
AGREEMENT NEGOTIATIONS WITH THE CITY OF BELLINGHAM (AB2016 -100)
Attorney Present: Liz Gallery
Buchanan stated that discussion of agenda item one may take place in executive
session pursuant to RCW42.30.110 (1)(i). Executive session will conclude no later than
7:00 p.m. If the meeting extends beyond the stated conclusion time, he will step out of the
meeting to make a public announcement.
Browne moved to go into executive session until no later than 7:00 p.m. to discuss
the agenda items pursuant to RCW citations as announced by the Council Chair. The
motion was seconded.
The motion carried by the following vote:
Ayes: Brenner, Browne, Buchanan, Mann, Donovan and Weimer (6)
Nays: None (0)
Absent: Sidhu (1)
OTHER BUSINESS
ADJOURN
The meeting adjourned at 6:58 p.m.
The Council approved these minutes on March 22, 2016.
