CALL TO ORDER
Committee Chair Rud Browne called the meeting to order at 11:00 a.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.

COMMITTEE DISCUSSION
1. UPDATE FROM WHATCOM COUNTY SHERIFF BILL ELFO REGARDING ]AIL
USE AGREEMENT NEGOTIATIONS WITH THE CITY OF BELLINGHAM (AB2016-
100)
This item was withdrawn from the agenda.
2. UPDATE ON THE PORT OF BELLINGHAM'S ECONOMIC DEVELOPMENT
ACTIVITIES ON BEHALF OF THE COUNTY (AB2016 -103)
Dodd Snodgrass and John Michener, Port of Bellingham, submitted and read from a
presentation (on file). They answered questions on the role that the associate development
organization (ADO) played in locating the cold storage facility; how many jobs that have
been created based on the ADO attending trade shows; what the ADO needs from the
County to network successfully with non -local job leads and to promote and market
Whatcom County; ADO funding; cost of living comparisons with other areas; engaging
business people in identifying barriers to relocating here and in creating a business - friendly
community; whether the loan, revenue bonds, and grant tools can be used anywhere
countywide or just on Port properties; the types of training programs that are available; and
providing information on why businesses have located to Whatcom County.
COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL
1. RESOLUTION SETTING HEARING AND NOTICE OF HEARING ON THE SALE OF
COUNTY TAX TITLE PROPERTY BY NEGOTIATION — REQUEST NO. TR2016 -01
(AB2016 -073)
Sidhu moved to recommend approval to the full Council.
Dan Gibson, Prosecutor's Office, answered questions about whether the County can
remove development rights from tax title property. For tax title property in general, the

1 County can purchase the property for its tax value, put a restriction on the title, and then
2 resell the property. The County should not use its tax title trustee role for policy. He
3 explained the process for selling County -owned property.

5 Steve Oliver, Treasurer, described the County's history of and ability to purchase
6 properties for the purpose of removing development rights. This resolution just sets the
7 hearing. It doesn't sell the property.

9 Tyler Schroeder, Executive's Office, stated the Lake Whatcom Policy Group should
10 discuss the future policy of similar tax title properties.

16 Mann stated develop a County policy in general with the help of the Council's
17 legislative analyst. Let this particular property continue forward.

22 REQUEST, IN THE AMOUNT OF $5,241,772 (AB2016 -083)

1. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A
LOCAL AGENCY AGREEMENT BETWEEN WHATCOM COUNTY AND
TRANSPORTATION ENGINEERS NORTHWEST, LLC, FOR THE DESIGN OF A
PEDESTRIAN ACTUATED CROSSWALK SIGNAL ACROSS LAKEWAY DRIVE, IN
THE AMOUNT OF $65,090.34 (AB2016 -093)
Sidhu moved to recommend approval to the full Council.
Jim Karcher, Public Works Department, gave a staff report on the location and signal
design and answered questions about whether this meets safety warrants.
The motion carried by the following vote:
Ayes: Browne and Sidhu (2)

2. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO AN
INTERLOCAL AGREEMENT BETWEEN WHATCOM COUNTY AND THE CITY OF
BELLINGHAM FOR THE PURPOSES OF PROVIDING FOR THE JOINT USAGE OF
THE VACTOR WASTE SITE FACILITY FROM JANUARY 1, 2016, THROUGH
DECEMBER 31, 2016 (AB2016 -094)
Mann moved to recommend approval to the full Council.
The motion carried by the following vote:

3. REQUEST APPROVAL FOR THE COUNTY EXECUTIVE TO HAVE PUBLIC WORKS
PURCHASE RETRO- REFLECTIVE MATERIALS (GLASS BEADS FOR TRAFFIC
MARKING PAINT) FOR 2016, AS NEEDED, USING WASHINGTON STATE
CONTRACT #02513 FROM VENDOR ALPINE PRODUCTS, FOR A TOTAL
EXPENDITURE NOT TO EXCEED $100,000 (AB2016 -095)
Sidhu moved to recommend approval to the full Council.

4. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A

PROVIDE ADVANCED NURSING SERVICES TO THE YOUTH DETAINED IN
JUVENILE DETENTION, IN THE AMOUNT OF $25,000 (AB2016 -096)
Mann moved to recommend approval to the full Council.
