CALL TO ORDER
Committee Chair Carl Weimer called the meeting to order at 9:30 a.m. in the Council
Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL
Present: Carl Weimer, Satpal Sidhu and Todd Donovan
Absent: None
Also Present: Barbara Brenner, Rud Browne, and Barry Buchanan
COMMITTEE DISCUSSION
1. PRESENTATION OF THE DRAFT 2016 STORMWATER MANAGEMENT PROGRAM
(AB2016 -106)
Cathy Craver, Public Works Department, submitted and read from a presentation (on
file) on the National Pollutant Discharge Elimination System (NPDES) phase II permit. She
answered questions about how they know if private stormwater owners are maintaining
their systems, whether private facility owners are required to submit annual inspection
records, the process for working with inactive homeowner associations (HOAs), having a
third party do public outreach, the types of illicit discharge and how they're managed,
whether the County's permits reference the current 2014 stormwater manual, whether the
permit requires water monitoring and testing for illegal discharge, total maximum daily load
(TMDL) lists on 303(d)- listed water bodies other than Lake Whatcom, whether the NPDES
permit is retroactive on homeowners, and the Department of Ecology's enforcement ability
against Whatcom County if the County is out of compliance.
Rob Ney, Public Works Department, answered questions about the status of the
budget and expanding the program.
