HomeMy WebLinkAboutFinance February 9 20161 WHATCOM COUNTY COUNCIL 2 Finance and Administrative Services Committee 3 4 February 9, 2016 5 6 CALL TO ORDER 7 8 Committee Chair Rud Browne called the meeting to order at 11:05 a.m, in the 9 Council Chambers, 311 Grand Avenue, Bellingham, Washington. 10 11 12 ROLL CALL 13 14 Present: Rud Browne, Ken Mann, and Satpal Sidhu 15 Absent: None 16 Also Present: Carl Weimer, Todd Donovan, and Barbara Brenner 17 18 19 COUNTY EXECUTIVE'S REPORT 20 21 Jack Louws, County Executive, reported on the following items: 22 • A meeting with 40th and 42nd District legislators 23 • Today's report to the Public Works Committee about capital projects 24 25 26 COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL 27 28 1. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO AN 29 AMENDED LEASE AGREEMENT BETWEEN WHATCOM COUNTY AND WHATCOM 30 SPORTS AND RECREATION FOR THE USE OF NORTHWEST SOCCER PARK TO 31 INCLUDE NAMING RIGHTS TO RECOGNIZE A MAJOR DONOR AND 32 ASSUMPTION OF THE ADJOINING IMPROVEMENTS AND AREA LEASED TO 33 THE BOYS AND GIRLS CLUB (AB2016 -055) 34 35 Mann moved to recommend approval to the full Council. 36 37 Committee members spoke to support the request and discussed creating a policy to 38 facilitate similar types of donations and naming rights. 39 40 Tyler Schroeder, Executive's Office, answered questions. 41 42 The motion carried by the following vote: 43 Ayes: Browne, Mann, and Sidhu (3) 44 Nays: None (0) 45 46 2. ORDINANCE AMENDING THE 2016 WHATCOM COUNTY BUDGET, FOURTH 47 REQUEST, IN THE AMOUNT OF $700,000 (AB2016 -065) 48 49 Sidhu moved to recommend approval to the full Council. 50 51 The motion carried by the following vote: 52 Ayes: Browne, Mann, and Sidhu (3) 53 Nays: None (0) Finance and Administrative Services Committee, 2/9/2016, Page 1 I 2 3. ORDINANCE AMENDING THE INITIAL EAST WHATCOM REGIONAL RESOURCE 3 CENTER PROJECT BUDGET (AMENDMENT NO. 7 TO ORDINANCE 2008 -025), 4 IN THE AMOUNT OF $1,050,000 (AB2016 -066) 5 6 Mann moved to recommend approval to the full Council and spoke to support the 7 ordinance. 8 9 The motion carried by the following vote: 10 Ayes: Browne, Mann, and Sidhu (3) 11 Nays: None (0) 12 13 14 COUNCIL "CONSENT AGENDA" ITEMS 15 16 1. RESOLUTION SETTING HEARING AND NOTICE OF HEARING ON THE SALE OF 17 COUNTY TAX TITLE PROPERTY BY NEGOTIATION - REQUEST NO. TR2016 -01 18 (AB2016 -073) 19 20 Mann moved to recommend approval to the full Council. 21 22 Councilmembers discussed whether the County owns tax title property and is able to 23 remove development rights from the property. 24 25 The following staff answered questions: 26 • Tyler Schroeder, Executive's Office 27 • Debbie Hayes, Treasurer's Office 28 29 Sidhu moved to hold in committee for two weeks and requested that staff 30 determine whether the County has the legal authority to remove a development right. 31 32 The motion carried by the following vote: 33 Ayes: Browne, Mann, and Sidhu (3) 34 Nays: None (0) 35 36 2. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A 37 CONTRACT AMENDMENT BETWEEN WHATCOM COUNTY AND SHEARER 38 DESIGN, LLC, FOR PROFESSIONAL ENGINEERING SUPPORT DURING THE 39 BIDDING AND CONSTRUCTION PHASE FOR THE SOUTH PASS ROAD / SAAR 40 CREEK BRIDGE NO. 212 REPLACEMENT AND UPDATING THE HOURLY RATES 41 TO 2016 RATES, IN THE AMOUNT OF $29,944.80 (AB2016 -074) 42 43 Mann moved to recommend approval to the full Council. 44 45 The motion carried by the following vote: 46 Ayes: Browne, Mann, and Sidhu (3) 47 Nays: None (0) 48 49 James Lee, Public Works Department, stated they are also seeking approval for 50 closure of South Pass Road during construction. 51 52 3. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A 53 CONTRACT FOR SERVICES AGREEMENT BETWEEN WHATCOM COUNTY AND Finance and Administrative Services Committee, 2/9/2016, Page 2 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 WHATCOM FAMILY & COMMUNITY NETWORK FOR PROVIDING EVIDENCE - BASED PROGRAMMING TO REDUCE RISK FOR SUBSTANCE USE AND POOR MENTAL HEALTH, IN THE AMOUNT OF $65,000 (AB2016 -075) Sidhu moved to recommend approval to the full Council. The motion carried by the following vote: Ayes: Browne, Mann, and Sidhu (3) Nays: None (0) OTHER BUSINESS Browne stated transfers of development rights (TDRs) came up at a tax auction, and asked what happened to those TDRs and whether the County should buy tax auction TDRs. Tyler Schroeder, Executive's Office, stated he will look into it.
