RESOLUTION AMENDING RESOLUTION NO. 2014 -067 IN THE MATTER OF 35 ADOPTING A SALARY SCHEDULE AND POLICIES FOR UNREPRESENTED 36 WHATCOM COUNTY EMPLOYEES EFFECTIVE JANUARY 1, 2015, THROUGH 37 DECEMBER 31, 2016 (AB2015 -350) 38 39 Jack Louws, County Executive, gave a staff report and stated the resolution is as 40 presented. 41 42 Buchanan moved to recommend approval to the full Council. 43 44 The motion carried by the following vote; 45 Ayes: Browne, Buchanan, and Sidhu (3) 46 Nays: None (0) 47 48 49 2. RESOLUTION ORDERING THE CANCELLATION OF ACCOUNTS RECEIVABLE 50 MORE THAN A YEAR OLD (AB2015 -358) 51 52 Tyler Schroeder, Executive's Office, gave a staff report and stated the accounts 53 receivable have been determined uncollectible by the collection company after six years. Finance and Administrative Services Committee, 12/8/2015, Page 1 Once the Comprehensive Plan and Critical Areas updates are complete, staff will begin to review code enforcement policies and mechanisms. They use fines to get people into compliance. In most cases, it works. All the review fees in the list happened on permits that the Planning Department never issued. Brad Bennett, Administrative Services Department, answered questions. The councilmembers discussed issuing liens on very high amounts, creating statutory authority to impose liens, adjusting the policy for writing off the accounts receivable, not cancelling fines when landowners come into compliance, and the process for cancelling accounts receivable. Sidhu moved to recommend approval to the full Council. The motion carried by the following vote: Ayes: Browne, Buchanan, and Sidhu (3) Nays: None (0) 3. ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF A PLAN OF CONVERSION, ARTICLES OF CONVERSION, A CERTIFICATE OF FORMATION, AND A BEHAVIORAL HEALTH ORGANIZATION (BHO) INTERLOCAL OPERATING AGREEMENT IN CONNECTION WITH THE CONVERSION OF NORTH SOUND MENTAL HEALTH ADMINISTRATION (AB2015 -360) Buchanan moved to recommend approval to the full Council. Anne Deacon, Health Department, gave a staff report on the reason for the change. The motion carried by the following vote: Ayes: Browne, Buchanan, and Sidhu (3) Nays: None (0) 4. ORDINANCE AMENDING THE 2015 WHATCOM COUNTY BUDGET, THIRTEENTH REQUEST, IN THE AMOUNT OF $88,554 (AB2015 -361) Sidhu moved to recommend approval to the full Council. ORDINANCE AMENDING THE 2016 WHATCOM COUNTY BUDGET, SECOND REQUEST, IN THE AMOUNT OF $188,333 (AB2015 -362) Buchanan moved to recommend approval to the full Council. Rob Fix, Port of Bellingham, reported on circumstances creating a project delay and the benefits of the project's changes. The councilmembers discussed whether the Port owns the land, American Marine moving out of its Fairhaven location, and where the boats will launch. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT AMENDMENT BETWEEN WHATCOM COUNTY AND ENVIRONMENTAL SCIENCE ASSOCIATES, INC., FOR ENVIRONMENTAL PERMITTING, MODIFICATIONS TO PROJECT ELEMENTS, SURVEYING, AND DESIGN EFFORTS FOR A FISH PASSAGE STRUCTURE, IN THE AMOUNT OF $109,434 (AB2015 -373) Buchanan moved to recommend approval to the full Council. Jim Karcher, Public Works Department, submitted and read from a handout (on file) and gave a staff report. The councilmembers discussed who they are negotiating with for rights -of -way, whether they have identified anything unusual through the design process that would require additional funding, and what happens if they find cultural artifacts at the site. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT AMENDMENT BETWEEN WHATCOM COUNTY AND NORTHWEST REGIONAL COUNCIL TO CONTINUE A BRIDGE ADDENDUM ENACTED IN SEPTEMBER OF 2015 TO INCLUDE JUVENILE DETENTION IN THE CONTRACT, IN THE AMOUNT OF $46,780, FOR A TOTAL AMENDED CONTRACT, IN THE AMOUNT OF $1,129,580 (AB2015 -372) Buchanan moved to recommend approval to the full Council.
