CALL TO ORDER
Committee Chair Rud Browne called the meeting to order at 11:00 a.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.

Present: Rud Browne, Barry Buchanan, and Satpal Sidhu
Absent: None
Also Present: Pete Kremen, Carl Weimer, Ken Mann and Barbara Brenner
COUNTY EXECUTIVE'S REPORT
There were no reports.
COMMITTEE DISCUSSION
1. COUNTY STAFF TO PRESENT AN OVERVIEW OF PROPOSED BIENNIUM
BUDGET ADJUSTMENTS (AB2015 -326)
Tyler Schroeder, Executive's Office, submitted and read from a memo from Executive
Louws to the Council dated October 21, 2015 on the funding adjustments for the 2015 -2016
Mid - Biennium Review and a presentation (on file), and he gave a staff report.
The following people answered questions:
• Jack Louws, County Executive
• Brad Bennett, Administrative Services Department
The councilmembers discussed the status of payment in lieu of taxes (PILT) funding;
impacts from the recent Intalco closure announcement; whether the five new full -time
equivalent (F rE) employees will become permanent beyond 2016; succession plans in the
Prosecutor's Office; the possibility of creating a night court; the need for an additional civil
deputy prosecutor in the Prosecutor's Office; the status of the County's contract with DLR;
adding more deputies to the Sheriff's Office; converting to LED lighting; the County's
involvement in the Point Roberts radio towers issue; whether the County pays for fire
services from fire districts; funding for a Districting Committee; funding for the flood control
zone district fund; the timing for hiring a hearing examiner for the Cherry Point terminal
process; the Council's ability to amend the budget mid -year; impacts to the budget from
changes to the jail; telephone fees charged to inmates, and; the possibility hiring an
internal meeting facilitator.

Supervisors.)
Sidhu moved to recommend adoption to the full Council.
The motion carried by the following vote:
Ayes: Browne, Buchanan, and Sidhu (3)
Nays: None (0)
