12 Committee member Carl Weimer called the meeting to order at 2:30 p.m. in the
13 Council Chambers, 311 Grand Avenue, Bellingham, Washington.

27 Donovan moved to nominate and appoint Councilmember Weimer.

34 COMMITTEE DISCUSSION

36 1. REVIEW OF THE FINAL DRAFT OF THE 2016 COMPREHENSIVE PARKS,
37 RECREATIONS, AND OPEN SPACE PLAN AND PROCESS (AB2016 -062)

39 Mike McFarlane, Parks and Recreation Department Director, submitted and read from
40 a presentation (on file).

42 The councilmembers discussed whether the proposed lighthouse in Point Roberts and
43 the Bay to Baker Trail are included, whether this plan conflicts with the Comprehensive
44 Plan, how to distinguish between existing trails and proposed trails in the plan, and how this
45 plan works with trails that are not within the County.

47 Weimer stated the Council will have a public hearing on this item on February 9, and
48 the Council will act on February 23.
