7 Council Chair Carl Weimer called the meeting to order at 3:00 in the Council
8 Committee Room, 311 Grand Avenue, Bellingham, Washington.

14 Rud Browne and Barry Buchanan.

25 Weimer stated that discussion of agenda item one may take place in executive
26 session pursuant to 42.30.110 (1)(i). Executive session will conclude no later than 4:00
27 p.m. If the meeting extends beyond the stated conclusion time, he will step out of the
28 meeting to make a public announcement.

30 Buchanan moved to go into executive session until no later than 4:00 p.m. to
31 discuss the agenda items pursuant to RCW citations as announced by the Council Chair.
32 The motion was seconded.

35 Ayes: Brenner, Mann, Sidhu, Browne, Buchanan, Weimer and Kremen (7)
