CALL TO ORDER
Committee Chair Barbara Brenner called the meeting to order at 1:30 p.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.

Present: Barbara Brenner and Pete Kremen
Absent: Ken Mann
Also Present: Satpal Sidhu and Carl Weimer
COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL
1. REQUEST CONSIDERATION OF TWO CITIZEN APPEALS TO WHATCOM
COUNTY CODE 12.60.050, ROAD NAMING SYSTEM, REQUIREMENT FOR ROAD
NAME, REGARDING THE CLEMENSEN SHORT PLAT SUBDIVISION (AB2015-
248)
Denise Doezema, Public Works Department, gave a staff report and stated that the
neighbors on a private road would like to be exempted from the requirement to name their
road.
Bernard Boedepish stated it takes a lot of time and effort to change an address.
Also, as a Bellingham Police Department employee, he prefers the anonymity of living on
Samish Way, which is a long road, instead of a small named road. Also, this is the address
that his young children know. He doesn't understand the necessity for naming the road
now with just one additional house.
The councilmembers discussed the possibility of slower emergency response from
the existing address, naming requirements, whether the house is in the GPS system now,
and whether it will be more difficult or convenient in the future for providing services.
Kremen stated he will reluctantly support the request, but the ordinance requires
consistency. He's willing to make an exception, but he doesn't want to set a precedent
when the next request comes up. There are a limited number of houses that can occur at
this location. He moved to recommend that the Council grant the request to waive the
addressing requirements.
The motion carried by the following vote:
Ayes: Brenner and Kremen (2)
Nays: None (0)
Absent: Mann (1)
2. RESOLUTION ADOPTING THE UPDATED WHATCOM COUNTY MULTI -
JURISDICTIONAL NATURAL HAZARDS MITIGATION PLAN (AB2015 -235)

3. RESOLUTION APPROVING THE UPDATED WHATCOM COUNTY MULTI -
JURISDICTIONAL NATURAL HAZARDS MITIGATION PLAN (AB2015 -235A)
Brenner stated she would like to know when they can make changes to the plan.
Kent Catlin, Sheriff's Office, Emergency Management Division, gave a staff report
and stated this is a non - regulatory plan. The plan is a wish list of things they would like to
receive from the federal government if there were a catastrophic or flooding event. The
government wants the County to do its due diligence and pre- designate projects that the
County would do to mitigate its risk. The plan must be updated and go before the State
and Federal Emergency Management Agency (FEMA) every five years. The local
participants must accept the updates. The staff and jurisdictions work on the plan every
year. He described the updating process.
The councilmembers discussed applying for money for flood hazards as opposed to
other hazards, such as wildland fires in the American West; holistic planning for all
disasters; the potential for earthquakes and preparing regionally and locally; whether the
Council will be presented with more information on the most updated information; whether
the County is required to do this to stay eligible for flood funding, and; this plan being a
mitigation plan, not the Comprehensive Emergency Management plan, which is the
response plan.
