ANNUAL PRESENTATION TO COUNCIL FROM THE WASHINGTON STATE 23 COUNTIES RISK POOL (2015 -017) 24 25 David Goldsmith, Washington Counties Risk Pool, submitted and read from a 26 presentation (on file). He described the history of the Risk Pool. 27 28 Vyrle Hill, Washington Counties Risk Pool, answered questions. 29 30 The councilmembers discussed what Whatcom County is doing well and how all 31 counties will continue to address cyber- security threats. 32 33 COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL 34 35 1. ORDINANCE AMENDING THE 2015 WHATCOM COUNTY BUDGET, NINTH 36 REQUEST, IN THE AMOUNT OF $67,710 (AB2015 -232) 37 38 Buchanan moved to recommend adoption to the full Council. 39 40 The motion carried by the following vote: 41 Ayes: Browne, Buchanan, and Sidhu (3) 42 Nays: None (0) 43 44 2. ORDINANCE AMENDING THE INITIAL EAST WHATCOM REGIONAL RESOURCE 45 CENTER PROJECT BUDGET (AMENDMENT NO. 6 TO ORDINANCE 2008 -025) 46 TO ADD $62,098.52 OF EXPENDITURE AUTHORITY, FOR A TOTAL AMENDED 47 PROJECT BUDGET AMOUNT OF $5,047,571 (AB2015 -234) 48 49 Sidhu moved to recommend adoption to the full Council. 50 51 The motion carried by the following vote: 52 Ayes: Browne, Buchanan, and Sidhu (3) 53 Nays: None (0) Finance and Administrative Services Committee, 8/4/2015, Page 1 1 2 3, RESOLUTION AUTHORIZING THE SALE OF SURPLUS PROPERTY AND 3 SETTING OF A DATE FOR PUBLIC HEARING THEREON PURSUANT TO 4 WHATCOM COUNTY CODE 1.10 (AB2015 -237) 5 6 Buchanan moved to recommend adoption to the full Council, including the 7 substitute list. 8 9 The councilmembers discussed keeping certain equipment as backup or for parts in 10 an emergency, how much these vehicles are sold for at auction, past review of why these 11 vehicles have already been replaced, and the net cost to the County. 12 13 Eric Schlehuber, Public Works Department, answered questions. 14 15 The motion carried by the following vote: 16 Ayes: Browne, Buchanan, and Sidhu (3) 17 Nays: None (0) 18 19 COUNCIL "CONSENT AGENDA" ITEMS 20 21 1. REQUEST APPROVAL FOR THE COUNTY EXECUTIVE TO ENTER INTO A 22 CONTRACT BETWEEN WHATCOM COUNTY AND RUBB, INC. TO REPLACE THE 23 COVER OF THE SALT AND SAND BUNKER AT THE CENTRAL SHOP, IN THE 24 AMOUNT OF $56,306.60 (AB2015 -239) 25 26 Sidhu moved to recommend approval to the full Council. 27 28 The motion carried by the following vote: 29 Ayes: Browne, Buchanan, and Sidhu (3) 30 Nays: None (0) 31 32 2. REQUEST APPROVAL FOR THE COUNTY EXECUTIVE TO ENTER INTO A 33 CONTRACT BETWEEN WHATCOM COUNTY AND MERIDIAN SCHOOL DISTRICT 34 FOR PROVISION OF BEHAVIORAL HEALTH SERVICES, IN AN AMOUNT NOT 35 TO EXCEED $90,000 (AB2015 -240) 36 37 Buchanan moved to recommend approval to the full Council. 38 39 The councilmembers discussed what kinds of services the school districts provide 40 under these contracts. 41 42 Patty Proctor, Health Department, answered questions. 43 44 The motion carried by the following vote: 45 Ayes: Browne, Buchanan, and Sidhu (3) 46 Nays: None (0) 47 48 3. REQUEST APPROVAL FOR THE COUNTY EXECUTIVE TO ENTER INTO A 49 CONTRACT BETWEEN WHATCOM COUNTY AND NOOKSACK VALLEY SCHOOL 50 DISTRICT FOR PROVISION OF BEHAVIORAL HEALTH SERVICES, IN AN 51 AMOUNT NOT TO EXCEED $100,000 (AB2015 -241) 52 53 Sidhu moved to recommend approval to the full Council. REQUEST APPROVAL FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND BLAINE SCHOOL DISTRICT FOR PROVISION OF BEHAVIORAL HEALTH SERVICES, IN AN AMOUNT NOT TO EXCEED $90,000 (AB2015 -242) Buchanan moved to recommend approval to the full Council. The motion carried by the following vote: Ayes: Browne, Buchanan, and Sidhu (3) Nays: None (0) S. REQUEST APPROVAL FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND MT. BAKER SCHOOL DISTRICT FOR PROVISION OF BEHAVIORAL HEALTH SERVICES, IN AN AMOUNT NOT TO EXCEED $90,000 (AB2015 -243) Sidhu moved to recommend approval to the full Council. The motion carried by the following vote: Ayes: Browne, Buchanan, and Sidhu (3) Nays: None (0) 6. REQUEST APPROVAL FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND BELLINGHAM SCHOOL DISTRICT FOR PROVISION OF BEHAVIORAL HEALTH SERVICES, IN AN AMOUNT NOT TO EXCEED $115,000 (AB2015 -244) Buchanan moved to recommend approval to the full Council. The councilmembers discussed the size of the school district in proportion to the contract amount. Joe Fuller, Health Department, answered questions. REQUEST APPROVAL FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND FERNDALE SCHOOL DISTRICT FOR PROVISION OF BEHAVIORAL HEALTH SERVICES, IN AN AMOUNT NOT TO EXCEED $100,000 (AB2015 -245) Sidhu moved to recommend approval to the full Council. The motion carried by the following vote: Ayes: Browne, Buchanan, and Sidhu (3) Nays: None (0) Jack Louws, County Executive, stated it's important that Whatcom County is able to provide behavioral health services to the schools. 9. REQUEST APPROVAL FOR THE COUNTY EXECUTIVE TO ENTER INTO A TWO YEAR CONTRACT BETWEEN WHATCOM COUNTY AND US IMAGING, INC. FOR THE CONVERSION OF MICROFILM TO DIGITAL FORMAT FOR THE AUDITOR'S RECORDING SYSTEM, IN AN AMOUNT NOT TO EXCEED $48,000 (AB2015- 247) Sidhu moved to recommend approval to the full Council.
