ROLL CALL Present: Rud Browne, Barry Buchanan, Satpal Sidhu Absent: None Also Present: Ken Mann, Pete Kremen, Barbara Brenner, Carl Weimer EXECUTIVE REPORTS The Executive reported on the following items: • The new dock at Point Roberts Lighthouse Marine Park • The new flag pole project at Hovander Homestead Park on behalf of county veterans. • Progress on the new County phone system • Moving all computer services and hardware from the data center into an uninterruptable power supply (UPS) system. The councilmembers discussed the UPS system standby period and if it is backed up by a gas or diesel generator. COMMITTEE DISCUSSION AND RECOMME_N_DATIONS TO COUNCIL 1. ORDINANCE AMENDING THE 2015 WHATCOM COUNTY BUDGET, SEVENTH REQUEST, IN THE AMOUNT OF $213,400 (AB2015 -188) Buchanan moved to recommend approval to the full Council. The committee discussed funding for the proposed new jail, jail - related tasks of the proposed diversion task force, and Council Office responsibility for appointing the task force members. RESOLUTION AMENDING THE 2015 WHATCOM COUNTY FLOOD CONTROL 2 ZONE DISTRICT BUDGET, THIRD REQUEST, IN THE AMOUNT OF $25,000 3 (AB2015 -189) 4 5 Sidhu moved to recommend approval to the Council acting as the Whatcom County 6 Flood Control Zone District Board of Supervisors. 7 8 The committee discussed why the additional money is needed. 9 10 Gary Stoyka, Public Works Department, answered questions. 11 12 The motion carried by the following vote: 13 Ayes: Browne, Buchanan, and Sidhu (3) 14 Nays: None (0) 15 16 3. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A 17 CONTRACT BETWEEN WHATCOM COUNTY AND NEHALEM MARINE 18 MANUFACTURING FOR THE FABRICATION, TRANSPORT AND INSTALLATION 19 OF A FLOOD GATE ASSEMBLY AND MUTED TIDAL REGULATOR FOR THE DE 20 BOER CULVERT REPLACEMENT PROJECT, IN THE AMOUNT OF $53,561.03 21 (AB2015 -192) 22 23 Buchanan moved to recommend approval to the Council acting as the Whatcom 24 County Flood Control Zone District Board of Supervisors. 25 26 The motion carried by the following vote: 27 Ayes: Browne, Buchanan, and Sidhu (3) 28 Nays: None (0) 29 30 31 COUNCIL "CONSENT AGENDA" ITEMS 32 33 1. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A 34 CONTRACT AMENDMENT BETWEEN WHATCOM COUNTY AND PIONEER 35 HUMAN SERVICES FOR THE OPERATION OF DETOX SERVICES PROVIDED AT 36 THE WHATCOM COUNTY BEHAVIORAL HEALTH TRIAGE CENTER, IN THE 37 AMOUNT OF $307,493, FOR A TOTAL AMENDED CONTRACT IN THE AMOUNT 38 OF $852,633 (AB2015 -193) 39 40 Sidhu moved to recommend approval to the full Council. 41 42 The motion carried by the following vote: 43 Ayes: Browne, Buchanan, and Sidhu (3) 44 Nays: None (0) 45 46 2. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A 47 CONTRACT AMENDMENT BETWEEN WHATCOM COUNTY AND NORTHWEST 48 YOUTH SERVICES TO PROVIDE CASE MANAGEMENT SERVICES IN 49 ASSOCIATION WITH THE WHATCOM HOMELESS SERVICE CENTER, IN THE 50 AMOUNT OF $47,955, FOR A TOTAL AMENDED CONTRACT IN THE AMOUNT 51 OF $156,009 (AB2015 -194) 52 53 Buchanan moved to recommend approval to the full Council. Finance and Administrative Services Committee, 6/23/2015, Page 2 The committee discussed defining all acronyms in the document, the ten components of recovery, a summary of and guidelines for the continuum of care. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND SUN COMMUNITY SERVICE FOR OPERATION OF THE SUN HOUSE EMERGENCY SHELTER, IN THE AMOUNT' OF $242,235 (AB2015 -195) Sidhu moved to recommend approval to the full Council. The motion carried by the following vote: Ayes: Browne, Buchanan, and Sidhu (3) Nays: None (0) 4. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND THE OPPORTUNITY COUNCIL TO PROVIDE CHILD DEVELOPMENT SERVICES TO ELIGIBLE CHILDREN AGES BIRTH TO THREE WITH DEVELOPMENTAL DISABILITIES AND DELAYS, IN A VARIABLE AMOUNT DEPENDING ON NUMBER OF CLIENTS AUTHORIZED, WITH AN ESTIMATED AMOUNT OF $52,375 (AB2015 -196) Buchanan moved to recommend approval to the full Council. The motion carried by the following vote: Ayes: Browne, Buchanan, and Sidhu (3) Nays: None (0) 5. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND WHATCOM CENTER FOR EARLY LEARNING TO PROVIDE CHILD DEVELOPMENT SERVICES TO ELIGIBLE CHILDREN AGES BIRTH TO THREE WITH DEVELOPMENTAL DISABILITIES AND DELAYS, IN A VARIABLE AMOUNT DEPENDING ON NUMBER OF CLIENTS AUTHORIZED, WITH AN ESTIMATED AMOUNT OF $134,625 (AB2015 -197) Sidhu moved to recommend approval to the full Council. REQUEST APPROVAL FOR THE COUNTY EXECUTIVE TO AWARD BID #15 -49 22 FOR THE ANNUAL SUPPLY OF ASPHALTIC MIXES TO BOTH BIDDERS, 23 GRANITE CONSTRUCTION AND WHATCOM BUILDERS, IN AN AMOUNT THAT 24 COULD EXCEED $50,000 (AB2015 -200) 25 26 Buchanan moved to recommend approval to the full Council. 27 28 The committee discussed Executive approval of contracts above $50,000 and adding 29 language to identify a cap on the amount the administration can spend. 30 31 The following staff answered question: 32 .
