ROLL CALL Present: Rud Browne, Barry Buchanan, and Satpal Sidhu Absent: None Also Present: Pete Kremen, Carl Weimer, and Barbara Brenner EXECUTIVE REPORTS Jack Louws, County Executive, reported on the following items: • Road construction projects • A recent meeting with the Lummi Nation, County officials, and other government officials in the community on water issues • A recent meeting with the State Auditor about lean training and projects in Whatcom County government • The new County telephone system • A proposed Introduction Item for a new ordinance from the City of Bellingham that amends the Incarceration Prevention and Reduction Task Force Ordinance (Ordinance 2015 -025) • Transferring the adult day health program from Peace Health to the Lynden Christian Healthcare Center. The councilmembers discussed including all water associations and well owners in the water discussion with the Lummi Nation and others and the proposed ordinance regarding the County's commitment to jail alternatives. COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL 1. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT FOR SERVICES BETWEEN WHATCOM COUNTY FLOOD CONTROL ZONE DISTRICT AND TETRA TECH INC. TO COMPLETE BIRCH POINT, TERRELL CREEK URBAN AREA, AND POINT WHITEHORN SUBWATERSHED MASTER PLANNING, IN THE AMOUNT OF $174,227 (AB2015 -221) Buchanan moved to recommend approval to the Council acting as the Whatcom County Flood Control Zone District Board of Supervisors. The motion carried by the following vote: Ayes: Browne, Buchanan, and Sidhu (3) Nays: None (0) Finance and Administrative Services Committee, 7/21/2015, Page 1 1 2. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO AN 2 INTERLOCAL AGREEMENT BETWEEN WHATCOM COUNTY FLOOD CONTROL 3 ZONE DISTRICT AND BERTRAND WATERSHED IMPROVEMENT DISTRICT FOR 4 DE BOER LEVEE REPAIR AND CULVERT REPLACEMENT PROJECT, IN THE 5 AMOUNT OF $10,000 (AB2015 -222) 6 7 Sidhu moved to recommend approval to the Council acting as the Whatcom County 8 Flood Control Zone District Board of Supervisors. 9 10 The motion carried by the following vote: 11 Ayes: Browne, Buchanan, and Sidhu (3) 12 Nays: None (0) 13 14 3. REQUEST APPROVAL FOR THE COUNTY EXECUTIVE TO AWARD BID #15 -53 41 TO LOW BIDDER, CARMAN'S CONSTRUCTION LLC, FOR THE DE BOER 42 CULVERT REPLACEMENT PROJECT, IN THE AMOUNT OF $88,858.57 (AB2015- 43 225) 44 45 Buchanan moved to recommend approval to the Council acting as the Whatcom 46 County Flood Control Zone District Board of Supervisors. 47 48 The motion carried by the following vote: 49 Ayes: Browne, Buchanan, and Sidhu (3) 50 Nays: None (0) 51 52 6. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A 53 JOINT FUNDING AGREEMENT BETWEEN WHATCOM COUNTY FLOOD Finance and Administrative Services Committee, 7/21/2015, Page 2 1 CONTROL ZONE DISTRICT (WCFCZD) AND THE UNITED STATES GEOLOGICAL 2 SURVEY FOR FUNDING TOWARDS A STUDY TO EVALUATE THE NOOKSACK 3 RIVER'S GEOMORPHIC RESPONSE TO SEDIMENT LOADS TO HELP MANAGE 4 FLOOD RISK AND DRAINAGE ISSUES, IN THE AMOUNT OF $442,500 TOTAL, 5 WITH THE WCFCZD SHARE OF $265,500 (AB2015 -226) 6 7 Sidhu moved to recommend approval to the Council acting as the Whatcom County 8 Flood Control Zone District Board of Supervisors. He asked for more information about the 9 study, how it will help, and what is wrong with it right now. 10 11 The following staff answered questions: 12 • John Thompson, Public Works Department 13 • Jon Hutchings, Public Works Department Director 14 15 The councilmembers discussed whether the money is already appropriated in the 16 budget, dredging the river, whether the County already knows this information, the 17 possibility of gravel mining in the river, using dredged material as a source of gravel 18 resource, and asking the Lummi Nation to contribute grant funds. 19 20 The motion carried by the following vote: 21 Ayes: Browne, Buchanan, and Sidhu (3) 22 Nays: None (0) 23 24 7. ORDINANCE AMENDING THE 2015 WHATCOM COUNTY BUDGET, EIGHTH 25 REQUEST, IN THE AMOUNT OF $137,713 (AB2015 -215) 26 27 Sidhu moved to recommend approval to the full Council. 28 29 The motion carried by the following vote: 30 Ayes: Browne, Buchanan, and Sidhu (3) 31 Nays: None (0) 32 33 34 COUNCIL "CONSENT AGENDA" ITEMS 35 36 1. REQUEST APPROVAL FOR THE COUNTY EXECUTIVE TO ENTER IN TO A 37 CONTRACT AMENDMENT BETWEEN WHATCOM COUNTY AND NATIONAL 38 ALLIANCE ON MENTAL ILLNESS (NAMI) FOR INCREASED FUNDING TO 39 CONSTRUCT A NEW WEB -BASED DIRECTORY OF MENTAL HEALTH 40 PROVIDERS IN WHATCOM COUNTY, IN THE AMOUNT OF $3000 (AB2015- 41 227) 42 43 Buchanan moved to recommend approval to the full Council. 44 45 The councilmembers discussed the closure of Northern State Hospital, an effort led 46 by Bill Gates to reuse the property for different business purposes, and allowing the 47 Executive to enter into contracts for small amounts such as this. 48 49 The motion carried by the following vote: 50 Ayes: Browne, Buchanan, and Sidhu (3) 51 Nays: None (0) 52 Finance and Administrative Services Committee, 7/21/2015, Page 3 1 2. REQUEST APPROVAL FOR THE COUNTY EXECUTIVE TO AWARD BID #15 -54 2 FOR THE SUPPLY OF RUBBER MOLDED STEEL APRON FLAPS FOR THE LUMMI 3 ISLAND FERRY TERMINAL TO THE RESPONSIVE BIDDER, SCOUGAL RUBBER 4 CORPORATION, IN THE AMOUNT OF $145,603.60 (AB2015 -228) 5 6 Sidhu moved to recommend approval to the full Council. 7 8 The motion carried by the following vote: 9 Ayes: Browne, Buchanan, and Sidhu (3) 10 Nays: None (0) 11 12 3. REQUEST APPROVAL FOR THE COUNTY EXECUTIVE TO ENTER INTO AN 13 INTERLOCAL COOPERATIVE AGREEMENT BETWEEN WHATCOM COUNTY AND 14 SKAGIT COUNTY FOR A NURSE - FAMILY PARTNERSHIP PROGRAM NURSE 15 SUPERVISOR, IN THE AMOUNT OF $28,000 (AB2015 -229) 16 17 Buchanan moved to recommend approval to the full Council. 18 19 The motion carried by the following vote: 20 Ayes: Browne, Buchanan, and Sidhu (3) 21 Nays: None (0) 22 23 4. REQUEST APPROVAL FOR THE COUNTY EXECUTIVE TO ALLOW PUBLIC 24 WORKS TO PURCHASE FLEET VEHICLE PARTS USING WASHINGTON STATE 25 CONTRACT #01809 FROM VENDORS AUTOZONE, GENERAL PARTS, GENUINE 26 AUTO PARTS (DBA NAPA), PARTS WHOLESALERS, AND SEATTLE 27 AUTOMOTIVE DISTRIBUTING, FOR A TOTAL EXPENDITURE NOT TO EXCEED 28 $80,000 (AB2015 -230) 29 30 Sidhu moved to recommend approval to the full Council. 31 32 The councilmembers discussed the specific parts being purchased, why the County 33 can't do more repairs instead of buying new vehicles, and why individual purchases can't 34 come back to the Council for approval. 35 36 The following staff answered questions: 37 • Eric Schlehuber, Public Works Department 38 .
