ROLL CALL Present: Rud Browne, Satpal Sidhu, and Barry Buchanan Absent: None Also Present: Barbara Brenner, Pete Kremen, Carl Weimer, and Ken Mann EXECUTIVE REPORTS There were no reports from the County Executive. COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL 1. ORDINANCE AMENDING WHATCOM COUNTY CODE TITLE 3 TO CHANGE THE EXPIRATION DATE OF THE SALES AND USE TAX FOR PUBLIC FACILITIES IN RURAL COUNTIES (AB2015 -204) Buchanan moved to recommend approval to the full Council. Sidhu asked the history of the tax. Brad Bennett, Administrative Services Department, answered questions. The motion carried by the following vote: Ayes: Browne, Buchanan and Sidhu (3) Nays: None (0) 2. APPROVAL OF A REVISED JAIL FACILITY USE AGREEMENT RESULTING FROM PREVIOUS COUNCIL ACTION THROUGH RESOLUTION 2015 -024 (AB2015- 047N) Sidhu moved to recommend approval to the full Council. Councilmembers discussed reducing the number of medical beds in the design, scaling the project back if the City of Bellingham doesn't participate, whether the agreement would be revised if one City's position changes, the possibility of changing the design as the project moves forward, changing language in the agreement, not adjusting the design and funding plan to the point that the voters won't approve the ballot measure, and the Council's ability to approve this agreement without specifying the exact amounts. Councilmembers discussed expanding the review beyond the National Pollution Discharge and Elimination System (NPDES) review area and who is going to do the work. Cliff Strong, Planning and Development Services Department, answered questions. The motion carried by the following vote: Ayes: Browne, Buchanan and Sidhu (3) Nays: None (0) S. REQUEST APPROVAL FOR THE COUNTY EXECUTIVE TO AWARD BID #15 -40 FOR THE SUPPLY OF TWO 4WD SMALL SPORT UTILITY VEHICLES TO THE LOWEST BIDDER, BLADE CHEVROLET, IN THE AMOUNT OF $53,481.82 (AB2015 -214) Sidhu moved to recommend approval to the full Council. Councilmembers discussed why they have additions to the fleet, what the vehicles will be used for, whether they need a sport utility vehicle (SUV), and whether the staff has studied the benefit of having different types of vehicles in the fleet.
