CALL TO ORDER
Committee Chair Rud Browne called the meeting to order at 11:00 a.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL
Present: Rud Browne, Barry Buchanan, and Satpal Sidhu
Absent: None
Also Present: Pete Kremen, Ken Mann and Barbara Brenner
WHATCOM COUNTY BUSINESS PRESENTATION
1. INFORMATIONAL BRIEFING BY DALE DELMAGE, PRESIDENT OF NYLATECH
(AB2015 -134)
Dodd Snodgrass, Port of Bellingham, introduced Mr. Dale Delmage.
Dale Delmage, Nylatech President, submitted and read from a handout (on file).
The Committee discussed whether there are certain metal products that can't be
converted to Nylon 6; whether this is related to 3D printing applications; controversy
associated with plastics manufacturing; whether Nylatech sources its materials locally; the
number of manufacturing locations; production capacity of the Everson location; the
company originating in Canada; Nylatech's market share and unique products; the
prevalence of high wage companies in Whatcom County that have originated in Canada,
and; the ease of crossing the border as a business owner.
EXECUTIVE REPORTS
The Executive stated he does not have any updates at this time.
COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL
I. ORDINANCE AUTHORIZING AMENDMENT NO. 2 TO ORDINANCE 2014 -11,
ESTABLISHING THE DAKOTA CREEK BRIDGE NO. 500 PROJECT FUND AND
BUDGET (AB2015 -120)
Buchanan moved to recommend that the Council adopt the ordinance.
The Committee discussed whether contracts would come to the Council.

2. ORDINANCE AUTHORIZING AMENDMENT NO. 1 TO ORDINANCE NO. 2014-
012, ESTABLISHING THE SLATER ROAD INTERSECTIONS, IMHOFF ROAD
AND FERNDALE ROAD, CRP NO. 910003 PROJECT BUDGET (AB2015 -121)
Sidhu moved to recommend that the Council adopt the ordinance.
The Committee discussed whether contracts for this would come to the Council and
whether the net cost to the community is neutral.
Jim Karcher, Public Works Department, answered questions.

3. ORDINANCE AMENDING WHATCOM COUNTY CODE 3.08, PURCHASING
SYSTEM (AB2015 -042) (COUNCILMEMBER PROPOSAL)

SYSTEM (AB2015 -042A) (EXECUTIVE PROPOSAL)
Sidhu moved to recommend approval of the Councilmember proposal.
Buchanan asked to have a report on both items before a motion is made.
Sidhu withdrew the motion.
Jack Louws, County Executive, gave a staff report and stated his proposal asks for
the contract and bid limits to be increased to $50,000 and $100,000 respectively. He
referenced the proposed changes on Council packet pages 18 and 19.
The Committee discussed the visibility of County contracts; the Council's role in
setting the budget; the Charter's intent; the number of contracts annually that would be
affected by raised contract levels; how much time the departments would save by having
higher limits; Council approving the budget appropriations; the public blaming the Council if
something were to go wrong with a contract, and; the effect of the Councilmember proposal
on externally funded pass- through monies and interlocal agreements that don't require any
County money.
Browne moved to recommend approval of the Councilmember proposal (AB2015-
042). He moved to amend item 3.08.090(M) to "not to exceed $10,090 $20,000 for
professional services and $50,000 for bids; larger amounts require Council approval. He
asked if councilmembers are interested in adding language about increasing limits with
inflation.

REQUEST, IN THE AMOUNT OF $1,444,000 (AB2015 -119)
Buchanan moved to recommend approval to the full Council.

COUNCIL "CONSENT AGENDA" ITEMS
1. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO AN
INTERLOCAL COOPERATIVE AGREEMENT BETWEEN WHATCOM COUNTY AND
SKAGIT COUNTY FOR USE OF THE PLANTATION RIFLE RANGE BY THE
SKAGIT COUNTY SHERIFF'S DEPARTMENT FOR THE PURPOSE OF
PROVIDING FIREARMS QUALIFICATIONS FOR COMMISSIONED AND NON-
COMMISSIONED PERSONNEL, IN THE AMOUNT OF $7,973.50 (AB2015 -125)
Sidhu moved to recommend approval to the full Council.
The Committee discussed whether these must be approved annually, or if they can
be approved on a multi -year basis to save time.
Chris Thompson, Parks and Recreation Department, answered questions.

THE BELLINGHAM POLICE DEPARTMENT FOR THE PURPOSE OF PROVIDING
FIREARMS QUALIFICATIONS FOR COMMISSIONED AND NON-
COMMISSIONED PERSONNEL, IN THE AMOUNT OF $26,895.50 (AB2015-
126)
