CALL TO ORDER
Committee Chair Barry Buchanan called the meeting to order at 9:35 a.m. in the Council
Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL
Present: Barry Buchanan and Carl Weimer
Absent: Satpal Sidhu
Also Present: Barbara Brenner, Pete Kremen and Rud Browne
COMMITTEE DISCUSSION AND RECOMMENDATION TO COUNCIL
1. RESOLUTION DESIGNATING PORTAGE BAY AS A MARINE RECOVERY AREA
(AB2015 -166)
John Wolpers, Health Department, gave a staff report on the authority and process for
designating a marine recovery area.
The committee discussed the area encompassed by the marine recovery area, the
accuracy of the watershed maps, how long the designation lasts, the process for amending the
water resource inventory area (WRIA) watershed maps, and coordination among the County
departments
Weimer moved to recommend approval of the resolution.
The motion to recommend approval as amended carried by the following vote:
Ayes: Buchanan and Weimer (2)
Nays: None (0)
Absent: Sidhu (1)
OTHER BUSINESS
Browne asked about citizen concerns regarding broken gas wells in Blaine.
John Wolpers, Health Department, stated he hasn't heard anything about it.
