HomeMy WebLinkAboutWater Resources October 25 1994WHATCOM COUNTY COUNCIL Water Resources Committee October 25, 1994 The meeting was called to order at 11 a.m. by Committee Chair Larry Harris in the Council Chambers, 311 Grand Avenue. Also Present: Marlene Dawson Robert Imhof Absent: None COMMITTEE DISCUSSIONS AND RECOMMENDATIONS TO COUNCIL: 1. BUDGET DISCUSSION FOR TRUST SURFACE WATER RIGHTS NEGOTIATION /LITIGATION (AB94 -535) Harris noted that the Executive did not budget for the County's portion of the Nooksack Basin Protection Steering Committee. He also said that at the conclusion of this discussion, he hoped the Council Water Resources Committee could develop a resolution. Comments were made by County Planning and Development Services Department Director Nate Brown, Public Utility District No. 1 Director Tom Anderson, Bob Imhof, Skip Richards, Marlene Dawson, Bob Anderson and Robin Dexter. Harris summarized the three major issues discussed today: Should the County be involved in the process? Should the County accept the budget proposal outlined by Becky Peterson for the Steering Committee? And, if so, where is the money coming from? Imhof moved that the Committe recommend to the Council that the County's involvement in this process should continue. Motion carried unanimously. Imhof moved to approve the dollar amount ($182,600) for the County's portion of the Steering Committee Nooksack Protection budget. Motion carried unanimously. Water Resource Minutes, 10/25/94, Page 1 1 Transportation Services Director Jeff Monsen responded to questions regarding 2 flood control monies that may be available for this purpose. He recommended several 3 ordinance changes prior to allocating the funds for this purpose. 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 The Clerk suggested to the Chair that a motion could be made to ask the Executive and the Transportation Services staff to prepare ordinances necessary to clarify that flood control monies may be allocated to the Nooksack Basin Protection project. If the ordinances are introduced November 8, Council could act on them November 22, just before County budget adoption. Dawson moved to recommend approval of budgeting from the River Fund contingent upon adoption of County ordinances that would allow that to happen. Motion carried unanimously.
