WHATCOM COUNTY COUNCIL
AD HOC COMMITTEE
July 27, 2993
The meeting was called to order at 3:15 p.m. in the Council Chambers, 1000
North Forest Street, 2nd floor, by Ken Henderson, Chair.

1. DISCUSSION AND POSSIBLE DECISION ON AMENDED NORTHWEST
REGIONAL COUNCIL INTERLOCAL AGREEMENT (AB93 -138)
Speakers: Henderson; Vander Yacht; Brenner; Woods; Frank Winslow,
Altzheimer Society & Disability Coalition; Dewey Dessler, Director, NW Regional
Council; Joycelyn Winslow, Altzheimer Society & Disability Initiative Advisory Council.
Topics discussed: Membership (reduction of); move meetings from county to
county each meeting day; delegation of an alternate if member cannot attend meeting;
Executive's place at meetings; Human Services Division to be developed; specific
suggested changes to Agreement; turnover is a positive issue; legality re: certain activities
in relation to the Regional Council; Older Americans Act Fund; term limits;
accessible meetings (for wheelchairs, etc.).
Henderson and Vander Yacht are in agreement for two council members plus the
Executive attending the Regional Council meetings. Also, the term limit of eight or
twelve years should be reconsidered and possibly left open.
These items will be brought up at tonight's Council meeting.
