1. DISCUSSION OF SAFETY ISSUES
Paul Rushing, Public Works, introduced Don Olsen, Industrial Hygienist and
Consultant.
Topics discussed: Fire alarms on 5th floor; fire drills; employee lost time billed to
contractor; contractor's liability; report from Public Works; communication between safety
officer and project consultant; attempts to solve the problems; perceptions of problems;
communication between safety officer and County project directors; safety officer's concerns
for prevention; Worker's Comp problems and incidents; conflicts between safety officer and
Public Works; chain of command required by contract; Public Works Safety Report; court
order from Superior Court; HVC materials being moved onto the roof; L&I report
accessibility; contract for project manager for construction; scope of work of consultant;
inevitability of stress and frustration in a construction zone; safety meetings; communication
chains.
