CAPITAL PROJECTS COMMITTEE
July 6, 1988
The meeting was called to order by Whatcom County Council
Vice - Chairman Don Hansey at 3:05 p.m. with Whatcom County Council
members Emily Jackson and Corky Johnson present, and Bellingham
City Council members Foster Rose and Betty Kiner present.

Hansey explained the County's delay in signing the agreement,
which was signed by City officials June 22 and returned to the
County Council office June 30. The version returned was not the
same one earlier agreed upon; parking in the area known as "the
pit" was missing, he said.
Rose said the pit was a trade -off because the City had given
Lottie Street to the County. Kiner said the pit is the City's
"safety valve" for more parking if needed for City employees, but
she didn't want the agreement killed over a few parking spaces.
Johnson said he did not want to delay arriving at a solution
to this problem. There was further discussion of parking problems
in the core area. Bellingham Mayor Tim Douglas said the city and
county should work together to solve the parking problems. Hansey
suggested that the Interlocal Agreement could obligate the City to
share any new parking spaces created in the pit. Rose said that
only a handful of extra spaces may be created.
Hansey suggested the following language be included under
Section I, C:
"The City and County agree to share equally in
the cost of expanding the existing parking lot
adjacent to the Health Department. The _City

The wording was agreed upon by those present.
The meeting adjourned at 3:35 p.m.
