Minutes
November 2, 1981
The Whatcom County Council met for Public Hearing on November 2,
1981, at 7:00 p.m. Chairperson Van Zanten called the meeting to order
with Hansey, Roehl, Johnson, and Muenscher present. Van Zanten opened
the hearing, to be held on the County Executive's proposed 1982 budget
and also the Federal Shared Revenue budget. The following persons
gave testimony:
Ruth Eckler, Director -She reviewed the program. Only
Retired Senior Volunteer Program requirement to be involved in the
Mr. and Mrs. Bates

Karen Gilliam
Master Food Gardner Program
Master Food Preservers Program
program is that you must be over
the age of 60. There are at
present, 68 non - profit organizations
that are requesting volunteers
Volunteer Seniors may request reim-
bursement for meals, travel expenses
and liability insurance. The insur-
ance runs about $450.00 per year
per person. It costs approximately
$100.00 per year per person for
reimbursements. On the average 120
hours is given by each volunteer at
$.83 per volunteer hour. Asking
the County for $8,400.00 in funds
for 1982. Must come up with 307o
local funds to get the 70% in State
funds. Are now matching at 40 %.
- Involved in the Retired Senior
Volunteer Program. Said they are
very happy with the program for it
gives the retired people something
to do.
-Urged the Council to include the
$8,400 requested by Retired Senior
Volunteer Program in the,1982 budget.
- Master Gardner Program: There are
21 people who are trained in the
program and then pay back approxi-
mately 50 hours. Goal is for food
safety. Time is mainly given on
a hotline. 3,500 questions were
answered this year. Classes and
seminars are also held.

- Master Food Preservers Program:
Currently 40 people involved.
Hold clinics and classes. Are
asking for $1,500 for a coordinator
for the program. Also requesting
an extra secretarial position.
State money cut the coordinator
out in 1980. The County cut their
funds in 1981. Are requesting that
these two position be funded again
in order for the two programs to
continue.
The Council recessed until 8 :00 p.m.
No further testimony was given and the hearing was closed.
