HomeMy WebLinkAboutCounty Council for November 9 1981WHATCOM COUNTY COUNCIL Minutes November 9, 1981 A public hearing was called to order on Monday, November 9, 1981 at 7:30 p.m. by Chair Roehl with Van Zanten, Hansey, Johnson, Hawley, and Muenscher present for roll. Hearing was declared open on the Ordinance adopting the official Whatcom County Zoning Ordinance, Title 20 of the Whatcom County Code, for the Cherry Point - Ferndale Subarea of the Whatcom County Compre- henvise Plan. Bill Trimm, Planning Department, gave a brief intro- duction of the zoning document stating there are eight different zoning districts: Urban Residential District, Residential -Rural District, Rural District, Agricultural District, Recreation and Open Space District, Light Impact Industrial District, Heavy Impact Industrial District, and General Commercial District. The following testimony was given: Norman Townsend -Need to create a rule for long range 901 N. Forest, No. 107 mining. He cannot mine in the IIeavy Bellingham, WA Industrial Zone because of the change. (He submitted a letter which was marked Exhibit 1) Lonnie Barrett -Owns land in the Urban Reserve area 5973 Vista Dr. on the Trigg Road'. Should E. Portal Ferndale, WA Way be designated general commercial because there are businesses and a mobile home park located there. He has a 17 acre piece of land. Hansey questioned Trimm if the zoning could be changed in this area. Trimm stated it was possible to change the map. Bob Shipp 1807 Lakeway Dr. Bellingham, WA - Concerned with the allowable use of micro - hydro. The plan document does not include this. Jon Holan, Planning Department, stated he is aware of this matter. Michael Brennan -Would like baring time left open 6035 Everson - Goshen to review the latest draft of the Everson, WA proposal. Stated this ordinance will Home Builders Assoc. raise the cost of housing. Clustering will be hard because people don't want it. Whatcom County allows a lower density than the City of Bellingham Concerned with 20.83.130. Setbacks are a problem. Ferndale - Concerned with the method of clusterii,a. -Has 60 acres in Urban Residential. Would like 20.80.801 clarified for livestock regulations. How does it apply-to him. Van Zanten stated 20.80.801 only applies to parcels less than 5 acres. Clara J. Wieland 4041 Tarte Road - Document is not understandable to the general public. Unhappy with the proposal. Roehl stated the hearing would be left open until 5:00 p.m., Monday, November 16, 1981, for written testimony. Roger Olmskar - Concerned with: 6901 Ten Mile Rd. 1) Anti -multi dwelling 2) Encouragement to protect creeks,etc. 3) Allow higher density in Urban and residential areas. 4) Public sewer and water are used. This is not defined in the plan. 5) 3.10, Subsection 3 - A loop would. be preferrable rather than cul -de- sacs on 25 housing units. 6) Reserve tracts should be stated only once. 7) Page 8 - limit on total paving be adopted. 8) 10% open space in clustering, not enough 9) Residential Rural - clustering option is very appealing. questions 15,000 square foot minimum. May be too large. 30 foot frontages in clustering. 9) General Commercial - allow wide range of services. requirements for a buffer or screen 10) Pg. 55, Section 350 - width require- ments 11) Livestock Regulations - 5 acre parcel; too large. Suggests 2 acres. Olmskar will submit his concerns in writing before Monday. Whatcom County Counc Minutes November 9, 1981 page three Dr. Stuart Andrews - Concerned with the buffer zone for Birch Bay Heavy Industry. (Letter, Exh. 3 was placed on file. Elizabeth Bailey -Will each Industrial zone have its 3188 Unick Rd. own zoning text? Trimm stated that in order to implement the comprehensive plan you need to have a zoning text. Conditions may be different from one area to the other. No further testimony was given. The Hearing will be held open until 5:00 p.m., Monday, November 16, 1981 for written testimony.
