The meeting was called to order at 7:35 p.m. with all members present
for roll. The minutes of the December 18 meeting were approved as presented.
The order of the agenda was changed by the Chairperson, with open
session as the first order of business to accomodate Mr. Sammons.
OPEN SESSION
Duane Sammons, President, Bellingham Chamber of Commerce, read a res-
olution from the Chamber in support of the County Council and the Adminis-
tration for "its demonstration of excellence in the budget process and the
result of that process in 1980."
Lela Sunderman asked if Council had received copies of a letter she had
written, which they had.
Al Sande asked questions concerning the funding of the humane Society,
and if the withdrawal from the contract by the City of Bellingham would
have an impact on its operation, which it would not.
FINAL CONSIDERATION OF ORDINANCES AND RESOLUTIONS
The ordinance relating to the control of dogs and other animals, and
providing for the establishment of dog control zones, which had public hearing
on 12/4 and 12/18, which had been tabled was again on the agenda for Council
consideration. Public Safety had met on the matter on 1/6, but was not ready
to report it out of Committee.' They should be ready with a recommendation
at the 1/22 meeting.

OTHER BUSINESS
The second appointment to the Planning Commission was again before
Council. At the last meeting,l, Peggy Hinton had been unanimously reappointed,
and there had been a 3 -3 tie vote between Louise Greer and Harry Skinner.
Roehl moved to reopen the nominations. Motion carried. The Chair ruled,
as per advice from the Prosecuting Attorney, that both previous nominations
were invalid, as the nominations must come from the second District and

regarding possible interest on the money.
Johnson introduced an ordinance implementing size, weight and load
limitations as part of the Whatcom County Code and adopting, by reference,
portions of the State Motor Vehicle Code as contained in R.C.W. Chapter
46.44. It was referred to Public Safety.
Hansey introduced a resolution in the matter of redistricting the
three Council Districts, as per Home Rule Charter 4.41. It passed by unan-
imous vote.
There will be a committee of the whole meeting on the Cherry Point -
Ferndale plan 1/13/81 at 7:30 p.m. Planning will meet on 11/15 at 7 :00 p.m.
Finance will meet on 1/20 regarding the Gambling Ordinance and Senior Serv-
ices. Public Safety will meet on the dog ordinance on 1/22 at 6:30 p.m.
The Chair advised that the term of Floyd Sandell on the Open Space
Advisory Committee from the second district expires 1/31/81.
The meeting adjourned at 8:30 p.m.
