HomeMy WebLinkAboutCounty Council for April 30 1981WHATCOM COUNTY COUNCIL Minutes April 30, 1981 The meeting was called to order at 7:30 p.m. with Van Zanten, Roehl, McInt.yre, Hawley, and ,uenscher present for roll. UNFINISHED BUSINESS The motion of the Preliminary Plat of McMullen Estates was before the Council for reconsideration as unfinished business from April 16. Hawley moved to defer action on this matter until May 21 when all Council members could be present. Motion passed unanimously. This matter will come before the Council at the -May 21, 1981 meeting. FINAL CONSIDERATION OF ORDINANCES Muenscher moved to accept the four items on the agenda for final consideration without the Finance Committee's recommendations. Motion passed unanimously. Roehl moved to accept item two, the ordinance creating Whatcom County Dog Control Zone No. 1 in the area of the Plats of Tweed Twenty and Greenville in Whatcom County, Washington without the recommendations of the Public Safety Committee. Motion passed. Roehl moved for the adoption of the Ordinance amending Ordinance No. 79 -23, and Title 3 of the Whatcom County Code, for the purpose of establishing that service contracts are excluded from the bid procedure. Roehl moved to amend the ordinance on page 1, line 32 after the word "services." to add: "provided however, that any contract exceeding $10,000.00 shall be submitted to the Council for approval. Motion passed unanimously. McIntyre moved to defer the decision on this ordinance until we get the Prosecuting Attorney to define the word "services" as it appears in the ordinance. Motion passed unanimously. Roehl moved for the adoption of the Ordinance creating Whatcom County Dog Control Zone No. 1 in the area of the Plats of Tweed Twenty and Greenville in Whatcom County, Washington. Van Zanten stated she had contacted Donovan K_ehrer, Administrative Assistant to Public Works, to review the ordinance in terms of financial impact. Donovan stated the cost of the dog tags would be approximately $50.00 per thousand. He said there were also advertising costs as well as staff time to be Minutes April 30, 1981 page two considered. The Humane Society was contacted and it was reported they would enforce the controls in the zone for the remainder of 1_981 with no additional cost to the County. Van Zanten stated approximately $420.00 would be generated as revenue if there was one dog to every three houses for a total of 80 dogs. Van Zanten suggested the licenses be issued for 18 months at one and one -half the fee as recommended by Donovan. Roehl moved to amend the ordinance on page 2, Section 3, line 10 to read: "between October 1, 1981 and March 1, 1983 shall be one and one - half ". Motion on the amendment passed by majority vote. The ordinance as amended passed by unanimous vote. Roehl moved for the adoption of the ordinance authorizing a supplemental budget for the District Court 1981 budget. This ordinance would authorize a supplemental budget in the amount of $24,243.00 to fund three positions in District Court which are currently being funded by CETA. Motion passes by unanimous vote. Roehl moved for the adoption of the Ordinance of the County Council of Whatcom County, Washington authorizing the acquisition, construction and installation of a garage -shop for the purpose of consolidating the service provided 'by three existing county garages; providing for the issuance and sale of limited tax levy general obligation bonds of the County in the principal sum of $750,000; providing the date, form, terms and maturities of said bonds; providing for the annual levy of taxes to pay the principal of and interest on said bonds; and providing for the sale thereof. Motion passed by unanimous vote. OTHER'BUSINESS t A resolution in the matter of referring changes and additions to the proposed Comprehensive Plan for the Ferndale /Cherry Point Subarea to the County Council for further action in compliance with the Planning Enabling Act, R.C.W. 36.70.440 was received from the Planning Commission. The Commission had made no recommendations on the amendments to the Comprehen- sive Plan nor was a hearing held by the Commission. Van Zanten stated the Council would hold a public hearing Tuesday, May 19, 1981 at 7:30 p.m. at the North Bellingham School. Hawley moved to hold the hearing at Vista Middle School. Motion was defeated. Muenscher moved to hold the hearing at the North Bellingham School. Motion passed by majority vote. It Minutes April 30, 1981 page three EXECUTIVE ITEMS Roehl moved to add the Executive items to the agenda. Motion passed. The County Executive introduced the bid award for Gasoline and Oil, recommending the bid from Bosman /W. Biomass Fuels be approved. Louws stated Bosman Fuels is available for delivery of the gasoline and oil at any time and they will deliver any where. Hawley pointed out the octane rate should be considered. The higher the octane rate the more economically the vehicles will operate. Muenscher moved to accept the bid of Bosman /W. Biomass Fuels in the amount of $511,060 as recommended by the Executive. Motion passed by a majority vote. The County Executive.introduced the bid award for a Word Pro- cessing System, recommending the bid from Tes.arik Office Equipment, Inc. be approved. This system is to be used for the documentation of correspondence for the Buildings and Code Administration and Planning Department. Conditions are a 36 month Municipal lease at $431.58 per month. 'Muenscher moved to -accept :the 'bid of Tesarik Office Equipment, Inc. as recommended by the Executive. Motion passed by unanimous vote. The County Executive introduced the bid award for a Self - Propelled Sweeper, recommending the bid from Sahlberg Equipment Co., Inc. be approved. Louws stated machines like this cannot be rented. Muenscher moved to accept the bid of Sahlberg Equipment Co., Inc. for a Terrain King Versa Sweeper in the amount of $21,831.50. Motion passed unanimously. Meeting adjourned at 8:45 p.m.
