HomeMy WebLinkAboutSpecial Council for July 7 1982WHATCOM COUNTY COUNCIL SPECIAL MEETING Minutes July 7, 1982 A special Council meeting was called on Wednesday, July 7, 1982, at 7:35 a.m., by Chair Roehl with all members present. Hawley arrived at the meeting at 7:50 a.m. Hansey excused him- self from the meeting. Also present were John Louws, County Executive; Paul Rushing, Public Works Administrator; and Marty Harper, consultant with Harper -Owes. INTRODUCTION AND FINAL CONSIDERATION OF RESOLUTION The Resolution accepting Nor -Bell Wastewater Facility Plan Alternate No. 3 for the construction of a gravity flow inter- ceptor sewer line for public entities including Nor -Bell Nursing Home, North Bellingham School, Whatcom County Community College, Whatcom County Library and other structures and buildings within the County -owned 160 acres at the intersection of Smith and Northwest Roads plus 990 residential connections plus 13 acres highway commercial property and authorizing the County Executive to enter into a contractural agreement by and between the State of Washington Department of Ecology and Whatcom County; was be- for the Council. Harper and Rushing reviewed the fiscal end of the project. Total project cost is $2,305,000 with the State contributing $799,000 and the City of Ferndale $237,000-. The project cost to the Zounty is $1,269,000. Whatcom County will sell Council - manic bond issue to finance the $1,269,OOO.project cost. Cost of the sale of the bonds willbe $21,000 for a total bond cost of $1,290,000. Annual interest and principal payments on the bond issue in the amount of $1,290,000 at 12% for 15 years will be $195,000 for a total payment on bond issue, principal and interest of $2,925,000. The breakdown of the annual payment of $195,000 is as follows: 1. Nor -Bell Nursing Home $ 25,000 ` 2. County Garage 1,400 3. North Bellingham School 4,200 4. Rural Library $ 600 6. 600 Pre - committed reserved guarenteed connection fees at this time 159,600 County Guarantee Fund (receive revenue annually in the amount of $287.50 per connection. Rushing also stated that in accordance with the proposed con- tract with the City of Ferndale and Whatcom County, the City of Ferndale may purchase any unused connections for its use, upon the agreement of both parties. Roehl commented that the Sewer Connection Agreement should specify that it is tied to the individual's property. The Council moved on to review the Resolution. Cole made several comments to the Resolution. Van Zanten moved for final passage of the Resolution. Van Zanten moved to amend the resolution on page one, line 28 after the figure "3" insert the following ",as attached hereto as Exhibit''A',". Motion passed unanimously. Cole moved to amend the resolution on page two, Section V, line.28 after the word "between" insert " Whatcom County and ". Motion passed unanimously. Cole moved to amend the resolution on page two, Section V, line 31 at the end of the sentence change the period to a comma and insert the following "such contracts be approved as to form by the office of the Prosecuting Attorney and given prior approval by the Whatcom County Finance Committee ". Motion passed unanimously. Cole moved to amend the resolution on page two, Section V, line 32 after the amount 11$172,500.00" to insert "per year ". Motion passed unanimously. Van Zanten moved to amend the resolution on page three, line 3, to strike the period and insert ";provided further, the Resolution will not become effective until the package of commitments is reviewed by the Prosecuting Attorney, Executive offices and the County Council. Motion passed unanimously. Van Zanten moved to amend the resolution on page two, Whatcom County Co-a cil Minutes July 7, 1982 page three Section III, line 13 to change the date from August 1, 1982 to August 6, 1982. Motion passed unanimously. Motion to adopt the Resolution as amended passed unanimously. Cole questioned what the estimated consultant fees are for the future. Harper stated around $200,000, which includes design, maps, soils, all reports. This amount is included in the total project cost. Meeting adjourned at 9:00 a.m.
