HomeMy WebLinkAboutSpecial Council for February 2 1982i WHATCOM COUNTY COUNCIL SPECIAL MEETING Minutes February 1, 1982 The Special Council meeting of February 1, 1982 was called to order by Chair Roehl at 12:05 p.m. All members were present with the exception of Cole. Also present were Paul Rushing, Larry Mount, Bruce Disend, Ray Gordon, John Louws, Jerry Livermore, Roy Pearson, and John Baas. EXECUTIVE ITEM Council considered the bids regarding the construction of the Whatcom County Jail Facility. Executive 'Louws gave a review of what the present status was. He stated there had been a request of Voth Brothers Construction, Inc., low bidder, to withdraw their bid due to an error in the mathematical calculations they had sub- mitted. The administration had reviewed the situation and deter- mined that it was a case of an honest error on the bidders part and that Council approve the withdrawal of the bid. Louws stated the administration recommended the acceptance of the next lowest bid, which would be from Wilcox Construction, Inc. in the amount of $8,091,503. Wilcox Construction has submitted a letter to the administration providing the Council with a two week extension on accepting their bid. With this bid the County will still need to come up with an additional $482,828 in funding. Rebidding would cost anywhere from $35 - 50,000. Paul Rushing explained he had met with the State Jail Commission on January 29, and had been told there were no additional monies available. He stated the Commission based its funding on. the certain number of beds at $38.,000 per bed. If the County was to reduce the number of beds the Commission would adjust their funding accordingly. Jerry Livermore, architect, reviewed the deleted alternatives on the Wilcox Construction bid. Those that would be deleted are: 1. Alternate 1, skybridge from facility to the Courthouse 2. Alternate 2, painting 3. Alternate E -2, less expensive generating system 4. Alternate E -3, hardware system 5. Alternate E -4, light fixtures Whatcom County Counc Special Meeting Minutes February 1, 1982 page two Mount commented to the deleted alternatives. He stated there needs to be some type of linkage from the facility to the Courthouse. There is a proposed stationary bridge to be connected through to the second floor, and then the Courthouse elevators could be utilized. This bridge would cost approximately $20,000. Discussion was also held on whether or not the design of the facility could be modified in anyway to meet the Jail Commissions budget. It was stated that in order to meet the jail standards that are set by the State the design could not be modified. John Baas, attorney represented Voth Brothers Construction, Inc., requested a formal withdrawal of their bid due to an error in mathematical calculations. Van Zanten so moved to authorize the withdrawal of Voth Brothers Construction, Inc. from the bid procedure. Motion passed on a 5 -0 vote. (Johnson abstained) Johnson speaking as a Jail Commission member stated there are many variables that the County needs to consider. He stated he would not recommend reducing the number of beds below 140. , Van Zanten moved to adjourn. Motion passed. Meeting adjourned 1:15 p.m.
