HomeMy WebLinkAboutCounty Council for September 7 1982WHATCOM COUNTY COUNCIL Minutes September 7, 1982 Public Hearing The Whatcom County Council met for public hearing on Tuesday, September 7, 1982 at 7:38 p.m. The meeting was called to order by Vice -Chair Van Zanten with Cole, Johnson and Hawley present. - Cole moved to excuse Chair Roehl due to illness, member Hansey due to a possible conflict of interest and member Muenscher due to personal reasons. Motion passed. Also present were Paul Rushing, Administrator of Public Works, Marty Harper, Harper - Owes consultant, and Steve Carley, Department of Ecology. Vice -Chair Van Zanten opened the hearing on the draft Envi- ronmental Impact Statement for the Nor -Bell Interceptor /Ferndale Wastewater Plant improvements. Notice of the public hearing was published on August 21 and 28, 1982. Van Zanten stated the record will remain open for written testimony until Tuesday, September 14, 1982 at 5:00 p.m. No testimony was given and the hearing was closed. It was noted the final EIS will be available September 30, 1982. Council also considered proposed amendments to agreement for construction, ownership, operation and maintenance of sewerage treatment and disposal facilities for the Public Nor -Bell Facili- ties and the North Bellingham Interceptor Service Area. Van Zanten stated the Council adopted the agreement at its meeting of August 5, 1982. These amendments are additional changes which the City of Ferndale is requesting to be incorporated into the agreement. Rushing stated the additional change involves increas- ing the Highway Commercial area which may utilize connections from 13 to 30 acres. This commercial area is within the City of Ferndale. The number of single family /residential hookups will be 210. Hawley moved to accept the amendments. 'Motion passed. A letter from the City of Ferndale regarding the above issue was received. Meeting adjourned at 8:08 p.m.
