Chair Roehl opened the hearing on the 1983 preliminary budget for Whatcom County proposed 1983 Federal Shared Revenue budge The following testimony was received: was called to order by Executive's proposed and also the Executive's t for Whatcom County. Georgine Teter -Spoke to the continuation of the 1020 So. 11th St. Master Food Program. She stated Bellingham this program.is needed for 1) safety procedures for canning foods, 2) economic impact, 3) personal involvement, and 4) personal growth. Lois Lindquist -Spoke against cuts being made in 208 Highland Dr. the Ag. extension office. The Bellingham extension agent provides leader- ship in the community for may pro- grams, such as 4 -H. Campbell Davis - Support for Transitional Care Services What. Counseling and the Clinic provides. Described the Psychiatric Clinic services. Requested the staff to be 515 -16th St. maintained at the present level in Bellingham Mental Health. Cal Roper -Made comments to the Current Expense 5520 Marshall Hill Rd. Budget. Costs have risen 51% since Deming 1979. Requested the $550,000 included in the budget from the sales tax be deducted. In -house overhead should be cut. Eliminate the Personnel and Purchasing Departments. Karen Gilliam - Comments to Cooperative extension 3215 Alderwood Ave. office. Works at office as a volunteer. Bellingham Presently 7 agents. Two will be qut in 1/83 by WWU. Two are proposed to be cut by the County. This will leave only three agents. Home economist should not be cut. Ferndale Would be willing to wait in lines of the Assessor and Auditor's office if more consideration is given to the ext. office. 4 -H programs will be hurt by the cuts. Loni Barrett - Representing the Citizens Advocate Ferndale for Mental Health. Mental Health is loosing $500,000 (47 %) in federal funds. It cost $32.00 per day to keep someone in jail. It cost only $18.66 per day for a person to receive treatment. Thanked the Council and Executive Louws for support of Mental Health in the budget. Sid Mellema Dairymen of Whatcom County Dairy Herd Improvement Assoc. Holstein Cattle Club 9222 Benson Rd. Lynden Alex Whitehouse Whatcom County Crisis Services 124 E. Holly #201 Bellingham Don Wright 3311 Mack Rd. Everson -Spoke against cuts being made in the Ag. extension office. He stated the office provides a means for location of stray electrical currents. In one instance this means saved a farmer more than $100,000. 4 -H programs will also suffer from the cuts. - Supports comments made by Loni Barrett. -Ag. extension office provides farmers with current research and development information. The research and develop- ment is done through land grant colleges. The information is gathered by these colleges and passed on to the local agencies. There is a tremendous Volun- teer program as well. Wes Cansch -Spoke against cuts in Ag. extension 6870 Enterprise Rd. office. If cuts are made, matching Ferndale funds will also be lost. No further testimony was received and the hearing was closed,. Written comments may be sent to the Council office.
