HomeMy WebLinkAboutCounty Council for November 29 1982WHATCOM COUNTY COUNCIL Special Meeting November 29, 1982 Minutes The Special Council meeting of Monday, November 219, 1982 was called to order at 7:50 p.m. by Chair Roehl with all me 'ers present. The first item before Council was the resolution in the matter of adopting a salary schedule for the non -union Whatcom County employees for the year of 1983. Van Zanten introduced and so moved the adoption of the resolution. She reviewed the changes that were incorporated into the resolu- tion by the Finance Committee. In Exhibit "A" salaries of all elected officials will be frozen at the 1982 level. A major policy change also occurs in Section 7. Hawley stated concerns,with the freezing of the elected officials salaries. He.also felt the salary of the Executive's secretary should be higher due to the nature of her job. A roll call vote on the resolution.was-': taken. Motion to adopt the resolution passed on a 6 -0 vote (Hawley abstained). / Cole moved for final passage the resolution regarding the matter of adoption of Whatcom County's 1983 Road Construction Program. He reported the Public Services Committee recommended adoption of the resolution with the amendment to list the Cabrant Road as an alternate project. Cole so moved to accept a substitute attachment incorporating this. Van Zanten stated funding fQr.the Cabrant Road will come from the road maintenance portion of the budget. There are also some changes listed in railroad crossing projects.on page one of the attachment. Roehl questioned if Island View Lane repair was taken into consideration. Henken stated it is planned to do an.: eaten ,give..amount of maintenance work on Lummi Island that is contigent upon finding satisfactory rock on the Island so it does not have to be hauled from the mainland. The plan is to include .Island View Lane. However, he cannot guarantee this. Motion to adopt the resolution passed unanimously. e/ Van Zanten moved for final passage the Ordinance author- izing the diverting of a portion of the County Road Levy to the Current Expense Fund to be used for the support of the County Law Enforcement Services in the unincorporated areas of Whatcom County, Washington. She reported the Finance Committee recommended adoption of the ordinance.. It. was also the committee's recommendation that if monies come in from Seattle City Light that the first $200,000 go back into the road fund. Motion to adopt the ordinance pa7Van d on a 5 -2 vote (Johnson, Hawley). Zanten moved for final passage the Ordinance in the matter of the adoption of the Final Budget of Whatcom County for the year 1983. Van Zanten moved to accept the substitute ordinance from the Finance Committee. Motion to accept the substitute draft passed. Van Zanten also moved to except a substitute Exhibit "A ", which consists of the Executive's proposed budget with the Finance Com- mittee's recommended changes of November 26, 1982. Motion to except substitute Exhibit "A" passed. Council went through the budget changes_as follows: AGRICULTURAL EXTENSION Hawley moved to reinstate the Supervisor Clerk posi- tion full -time and delete extra help.and delete the 1/2 position of the 4 -H Aide. Motion failed. Muenscher moved to reinstate the 4 -H Aide position full -time and delete extra help. Van Zanten moved to amend I Muenscher's motion to delete the Maste�'Food Preserver and Gardener Aide positions. Motion to amend failed. A roll call vote was taken and Muenscher's motion passed 5 -2 (Cole, Hansey). Whatcom County Council Special Meeting November 29, 1982 Minutes page three HEARING EXAMINER Johnson moved to delete the deputy position. A roll call vote was taken. Motion failed on a 1 -5 vote ( Hansey, Roehl, Van Zanten, Hawley, Muenscher; Cole abstained) HORTICULTURE INSPECTOR Hawley moved to fund the Inspector at the $15,519 level. Motion failed. TREASURER Van Zanten moved to retain the 1/2 Clerk's position in the office. Motion failed on a tie vote.with Hawley abstaining. Johnson moved to reconsider the vote on the motion. Motion passed to reconsider the vote. Motion to reinstate the Clerk passed. PERSONNEL Hawley moved to delete the $10,000 for Professional Services. Motion failed. Johnson moved to delete the Personnel Analyst position and utilize the Grants coordinator as 1/2 time in Personnel. Hansey moved to amend Johnson's motion to establish the Grant Officer's salary to include 1/2 the salary level of the Personnel Analyst and 1/2 the salary level of Grant'.s. Both motion's failed. PUBLIC WORKS Hawley moved to delete the fiscal manager position of approximately $30,000. Motion failed. Cole then reviewed the provisions found in Section 2 of the budget ordinance. Muenscher made comment to paragraph h regarding con- tracting out of construction work. He stated County employees should be used when possible. He moved to raise the estimated cost amount from 11$25,000" to "$50,000 ". Motion failed on a roll call vote of 3 -4 ( Roehl, Hansey, Cole, Van Zanten). Whatcom County Council Special Meeting November 29, 1982 Minutes page four Johnson moved in paragraph j to delete the words "unless otherwise directed by ordinance ". Motion failed. Hansey moved to add a new paragraph 1 as follows: "The County Executive is requested to draft a policy Resolution governing the movement from Steps 4 through Step 7 of the Salary Plan for those exempts in Ranges 20 and 28, That the resolution provide that Step movement for those Ranges and Steps occur every two years instead of annually; and that said resolution be presented to the Council on the first meeting in January, 1983 in order that it be enacted early in the year, giving those affected prior notice." Hansey's motion passed. Cole moved to vote on the Treasurer's budget separately from the remainder of the budget. Cole withdrew his motion. Cole moved to take a non - binding advisory vote on the ordinance as amended, with the deletion of the Treasurer's portion of the budget. Motion to adopt the ordinance passed on a 4 -2 vote (Hansey, Johnson) (Van Zanten abstained). Motion to adopt the ordinances as amended in full passed on a 4 -2 vote (Hansey, Johnson) (Hawley abstained). The _finalitem before the Council was the ordinance author- izing the Levy of Taxes for County and State purposes in Whatcom County, Washington, for the year 1983 pursuant to Home Rule Charter Section 6.10. Van Zanten moved the ordinance for final passage. Van Zanten moved to accept draft 2 of the ordinance. Motion passed. Motion to adopt the ordinance passed on a 6 -1 vote (Hawley). Meeting adjourned 11:44 p.m.
