HomeMy WebLinkAboutCounty Council for November 23 1982WHATCOM COUNTY COUNCIL Public Hearing November 23, 1982 Minutes The Whatcom County Council met for public hearing on Tuesday, November 23, 1982. The meeting was called to order by Chairman Roehl at 7:35 p.m. with all members present. The subject of the hearing was the Whatcom County Executive's proposed 1983 budget, the Federal Shared Revenue budget and changes proposed by the Whatcom County Finance Committee. Van Zanten reviewed the Finance Committee changes. Chair Roehl declared the hearing open. The following testimony was received: Thelmar Kveven 2286 Kelly Road Captain, Bellingham Police Mary Mize 2667 E. Smith -Spoke on behalf of Police Chief Terry Mangan and himself. Made comments to the Prosecuting Attorney's budget. Requested the budget be left intact and the 1/2 time clerk position not be cut. -Spoke against the cut of the home economist in the Ag. Ext. office. This position will be partially funded by the State. Preferred the home economist instead of the Master Gardener and Food Preserver. Van Zanten stated she had spoke with Fenske who preferred the home economist position be put in instead of the Master Gardener and Food Preserver positions. She will recommend this to Finance Committee. Rebecca Grusenmeyer 2808 Nevada Alice Richards 252 So. Garden Leona Zander 1100 Kelly Road - Recommended to combine the 4 -H Aide and home economist positions. Keep the SuperVisor;:Clerk_.and eliminate the master food preserver position and combine the Master Gardener and Horticulture position. - Requested Council to reinstate the living agent and provide a full - time clerk in the Ag. Ext: Office. -4 -H leader for 10 years. Against cutting the home economist position in Ag. Ext. Park Dr. Bunny Hudson 640 Sterling Dr. - Request the home economist be retained in Ag.. Ext. Also keep the 4 -H Aide and one full -time clerical position rather than the Gardener or Preserver. - Thanked the Council for the Mental Health Funding. - Requested the family living agent be retained in Ag. Ext. - Against the cut in the Prosecut- ing Attorney's office. If any- thing this budget needs to be increased. Leonard Ebe -Leave the $15,000 in for the 1858 Birch Bay - Lynden Rd. Horticulture Inspector. Calvin Roper -Made comments to the expansion 5520 Marshall Hill Rd. of the costs of County govern - Deming ment. Overall expansion is a 17.02% increase in the budget from 1982. A 5.56% increase in the Current Expense budget. Georgie Bailey - Request retain the home economist Woodstock Farm and the 4 -H Aide in Ag. Ext. Correspondence was also received from John Roos, Barbara Aughe, Mr. and Mrs. F. J. Dupont, Carol Sewright, Betty Rogers, Richard and Doris Walker, and Marjorie Day. Van Zanten also read a letter into the record from Robert Revin, District Manager of Plant Industry Division of the Washington State Department of Agriculture. The letter was in regards to the funding of the Horticulture Inspector. Dave Cottingham 4538 Freemont Ave. District'Court Deputy Prosecuting Attorney Mac Setter 3233 Heights Dr: Criminal Deputy Prosecuting Attorney - Opposed to the cut of 1/2 the secretary in the Prosecuting Attorney's office. He stated the 1/2 time position would be taken from the District Court portion of the office. Presented a graph showing the case load change over the past few years. - Opposed to the cut of 1/2 of a secretary's.time in the Pros. Atty. office. The case load in 1980 was 705 compared to a projected 6,000 for 1983. Hansey commented that the inspection fees have not been raised for 10 years. It would require to off -set the additional $5,500 Terry Lewis 4145 Ridgewood Criminal Deputy Prosecuting Attorney less than 10% increase in fees cost. -Spoke to cut in Prosecuting Attorney's office. Stated fines assessed in Dist. Ct. over the years: 179 $117,660 180 $170,200 181 $373,212 182 $471,000 through Oct. Predict $620,000 by the end of the year. Marty Gross - Opposed to.cut in Prosecuting Deputy Prosecuting Attorney Attorney's office. Rita Foley -Need rehabilitation program for 3878 Blue Canyon Rd. drunk driver offenders. Dave McEachran -The cut of the secretary would Prosecuting Attorney come from Dist. Ct. due to that ,person being the last one highered in the office. Cannot transfer personnel from Juvenile or felony area. No further testimony was received and the hearing was closed. The Final Budget will be considered at a Special Meeting of the Council scheduled for Monday, November 29, 1982. Meeting adjourned at 9:34 p.m.
