WHATCOM COUNTY COUNCIL
Minutes
February 18, 1982
The County Council meeting was called to order by Chairman
Roehl at 7:30 p.m. with all members present. The minutes of the
previous meeting were approved as presented.
UrARTVaQ
Chairman Roehl opened six hearings on six ordinances dealing
with traffic control. No testimony was given at any of the six
hearings and the hearings were closed. Cole presented the Public
Services Committee's recommendation for "do pass." Cole moved
for adoption of all ordinances. All motions carried unanimously.
1) Ordinance regarding the matter of placing a stop sign on
Flynn Road
2) Ordinance regarding the matter of placing a stop sign on
Paradise Drive
3) Ordinance regarding the matter of placing a stop sign on
Woodshire Road
4) Ordinance regarding the matter of changing three (3) yield
signs to stop signs in three separate locations on the
Henderson Road
5) Ordinance regarding the matter of changing a yield sign
to a stop sign on the Innis Creek Road
6) Ordinance regarding the placing of traffic control signs
on the Bay Road, West of the Jackson Road
Chair opened the hearing on the ordinance to increase the speed
limit on the Britton Road. No testimony was given and the hearing
was closed. Johnson presented the Law & Justice Committee's recom-
mendation that the speed limit on the Britton Road be increased
with the restriction of a sight - impaired sign indicating advisory
speed of 25 mph. Johnson moved "do pass" for final adoption. Motion
carried unanimously.
EXECUTIVE ITEMS
Council approved the following overlimit transfers as request-
ed by the Executive. Louws recommended that $23,220 in the Assessor's
Budget be transferred from Appraiser III to Appraiser II. Louws
also recommended the transfer of $89,710 within the Parks Acquisition
and Improvement Fund. Van Zanten of the Finance Committee reported

the Committee's recommendation of "do pass" for both transfers.
Van Zanten moved approval of each of the transfers. Both motions
carried.
Louws also presented a damage report of damages due to slips,
washouts and flooding of county roads during the months of
January and February 1982. Discussion of repair expenses followed.
FINAL CONSIDERATION OF RESOLUTIONS AND ORDINANCES
Hansey presented the Planning and Development Committee's
recommendation that the resolution approving the annexation of
certain properties in Whatcom County Water District No. 8 be
adopted. Hansey so moved. Motion carried.
Hansey also presented the Planning and Development Committee's
recommendation that an ordinance amending the Point Roberts Compre-
hensive Plan Map from Residential Low.Density to Resort.Commercial
for a one -acre site located in the west central portion of Point
Roberts, Washington be adopted. He so moved and ordinance passed
unanimously. The ordinance includes conditions as set forth by
the Whatcom County Planning Staff Report and Planning Commission
Resolution and incorporated in the attached document, Exhibit A.
OPEN SESSION
Henry Feenstra, 4442 Guide Meridian, brought up the matter of
zoning property in the Guide Meridian area. Chairman Roehl
referred him to public meetings to be held on the Urban Fringe Subarea.
Evelyn Nowicke and other community members spoke on the matter
of Swift Creek flooding and silting. Discussion included the
question of why the 70 -30 program had been denied them. Mrs. Nowicke
renewed her request of October 27, 1980 for $5,000 - $7,000 to be
allocated from the River Improvement Fund for an annual maintenance
program for Swift Creek._ Cole stated that the Public Services
Committee would meet with Everson community members at 3:00 p.m.,
Wednesday, February 24, 1982.
OTHER BUSINESS
Hansey presented the Planning and Development Committee's
recommendation to grant a time extension of one year from today to
the Preliminary Plat of Harborview Estates (LS 9 -75) under conditions

as cited in the Building & Codes Staff Report. Hansey moved "do
pass" and the motion carried.,
Chairman Roehl presented communication regarding a Task Force
to study industrial development in Whatcom County as received from
the Council of Government Executive Board.
Council appointed Jim Hawley to Rate Review Board to review
the increase of rates by Delta Cable Television, Ltd. Chair will
send letter with appropriate information to Delta Cable Television.
An application for Timber Land classification Open Space filed
by Jean Walden Kershner was referred to the Planning Commission.
A petition requesting the naming of County Road No. 115 was
referred to the Public Services Committee.
INTRODUCTION OF RESOLUTIONS AND ORDINANCES
Van Zanten of the Finance Committee introduced and moved for
final passage the following resolutions. All motions carried.
1) Resolution requesting that the Executive Board of the
Municipal Finance Officers Association of the United
States and Canada select the City of Seattle as the site
for the 1989 Annual MFOA Conference
2) Resolution calling for bid proposals to be submitted by
qualified legal newspapers to serve as the official
county newspaper for the period of July 1, 1982 through
June 30, 1983
3) Resolution in the matter of adjusting the Whatcom County
Tax Rolls for 1975 and prior years
4) Resolution amending Resolution No. 31 -56 correcting
miscalculated salary figures
Van Zanten introduced the following ordinances and moved
that they be referred to the Finance Committee. Motion carried.
5) Ordinance authorizing a revised budget for the County
Alcoholism Fund of 1982
6) Ordinance authorizing a revised budget for the Central
Services Fund of 1982
7) Ordinance authorizing a revised budget for the 1982
Developmental Disabilities Fund
8) Ordinance authorizing a revised budget for the Juvenile
Court /Probation budget portion of the 1983 Current
Expense Fund
9) Ordinance authorizing a revised budget for the Federal
Shared Revenue Fund 1982 as relating to the Cherry Point
Water -Sewer Study

10) Ordinance establishing a supplemental budget to the
Building & Codes administration 1982 budget to provide
for the services of a County Fire Marshal
COMMITTEE REPORTS
Cole, for the Public Services Committee, brought up the issue
of a 911 and how this project would be implemented. Johnson, for
the Law and Justice Committee, reported the decision made on the
Britton Road matter and on the Library Board appointments letter.
Hansey gave the State Legislative Committee report, including
twelve bills on the Agenda. Hawley brought up the Law and Justice
Committee's suggestion of having a civil deputy prosecuting attor-
ney prsent at Council meetings.
Chairman Roehl reminded those present of the March 2, 7:30 p.m.
Public Meeting. Roehl is planning meetings in the county for next
month. Next scheduled Council meeting will be Thursday, March 4,
1982 at 7:30 p.m.
