HomeMy WebLinkAboutCounty Council for December 2 1982WHATCOM COUNTY COUNCIL December 2, 1982 Minutes The Whatcom County Council meeting was called to order on Thursday, December 2, 1982, by Chair Roehl with all members present except Johnson. The minutes of the November 18, 1982 meeting were approved as presented. OPEN SESSION No one spoke at open session. EXECUTIVE ITEMS There were no Executive Items. HEARINGS Hearing was'declared open on the proposed vacation of portion of County Road No. 20, Lampman Road. Howard Deets stated this road has not been in use for 70 years. He has been paying taxes on the property. No further testimony was given and the hearing was closed. Hansey reported the Planning and Development Committee recommended approval of the vacation. Hansey so moved to grant the vacation. Motion passed. FINAL CONSIDERATION OF ORDINANCES Cole moved for final passage the Ordinance .extending the franchise of Nationwide Cablevision, Inc., for a period of one (1) year. He reported Public Services will not complete its work on the new franchise ordinance for Nationwide before the old franchise expires in December. Motion to adopt the ordinance passed unanimously.. /The following two ordinances were held in Finance Committee: 1) Ordinance amending Ordinance No. 82 -68 imposing a sales and use tax pursuant to Revised Code of Washington 82- 14.030(2) Ordinance establishing a Tax Refund Fund. Whatcom County C( cil December 2, 1982 Minutes page two OTHER BUSINESS ►% Chair Roehl opened the nominations to the Planning Commission, District No. 1. Cole nominated Faruk Taysi and Art Busch. Hansey nominated Emile deWilde. Van Zanten nominated John Vandermolen ,an d Bob Andersen. Nominations will remain open for two weeks. Hearing Examiner recommendations regarding Major Development Permit for Navus Management, Inc. to locate and construct a 465 - unit condominium development to be known as the "Bay Club ", were 7'ceived and referred to the Planning and Development Committee. An appeal of a Hearing Examiner decision regarding application for variance by Gene Bedlington, was received.. INTRODUCTION OF RESOLUTIONS AND ORDINANCES Van Zanten . moved to add the following to the agenda: V,1) Resolution in the matter of transfers affecting the 1982 Budget e',2) Resolution in the matter of budgeting for 1984, imposing a hiring freeze and changing step increases for certain employees V3) Ordinance authorizing a revised budget to the Sheriff Budget in the 1983 Current Expense Fund y41- Ordinance authorizing a revised budget for the Federal Shared Revenue Fund as related to Ambulance Services Ordinance authorizing a revised budget for the Federal Shared Revenue Fund as related to Jail Construction Ordinance authorizing a revised budget for the Current Expense Fund Assigned Counsel Budget therein T) Ordinance creating a Lake Whatcom Watershed Advisory Committee Mo ion passed. Van Zanten moved for final passage the Resolution relating to the Bellingham- Whatcom County Public Health District repealing Resolution No. 82 -37 declaring intent to withdraw from membership in the District. Motion passed. .% Van Zanten moved for final passage the Resolution of policy guidance for use of the Whatcom County Convention Center Fund. Van Zanten introduced the following and they were referred to the Finance Committee: 1) Ordinance establishing a Solid Waste Management Revolving Fund 2) Ordinance adopting a revised budget for the River Improve- ment Fund 1982 Budget i 3) Ordinance authorizing a revi,Sed budget i Q r the Nor:thWe�t Washing-ton, Fair Fund 4) Resolution in the matter of transfers affecting the 1982 Budget f 5) Ordinance authorizing a revised budget to the Sheriff Budget in the 1983 Current Expense Fund 6) Ordinance authorizing a revised budget for the Federal Shared Revenue Fund as related to Ambulance Services 7) Ordinance authorizing a revised budget for the Federal Shared Revenue Fund as related to Jail Construction 8) Ordinance authorizing a revised budget for the Current Expense Fund Assigned Counsel Budget therein Hansey introduced a resolution in the matter of budgeting for 1984 and it was referred to Finance Committee. ✓ Cole introduced an Ordinance relating to Ambulance Services amending Whatcom County Code Chapter 5.04 to change the composi- tion of the Emergency Medical and Ambulance Advisory Board, and stating additional duties of the Board. The ordinance was referred to the Public Services Committee. The following two ordinances were introduced by Hawley and referred to the Law and Justice Committee: 1) Ordinance regarding the matter of modifying the speed limit on portions.of Goodwin Road 2) Ordinance to establish speed limits on roadways within the Brownsville Plat f/ Hansey introduced and Ordinance creating a Lake Whatcom Watershed Advisory Committee and it was referred to Planning and Development Committee.
