HomeMy WebLinkAboutCounty Council for September 15 19830 OFFICIAL PROCEEDINGS WHATCOM COUNTY COUNCIL Minutes -- September 15, 1983 The Whatcom County Council meeting was called to order on Thursday, September 15, 1983 at 7:31 p.m, by Chairperson Cole with all members present. MINUTES The "trinutes of the September 1, 1983 Council meeting were approved as presented, EXECUTIVE ITEMS LIQUOR;; LICENSES The hollowing applications for liquor licenses were referred to the Law aid Justice Committee for review: 1) Uncle Luigis Pizzeria, Class A & C 2) Dieberts Store, Class E & F 3) Coal Creek Cookhouse, Class A & C DID. AtiYA:Rb Executive Louws presented and recommended the bid award of Wilder - Construction Company in the amount of $336,053.33, including sales tax, for the .construction of the Nor -Bell Sewer Interceptor. Roehl reported the Finance Committee recommended acceptance of said bid, ROEHL SO MOVED'TO ACCEPT THE BID AS RECOMMENDED BY THE EXECUTIVE. Motion carried. AG;RERT,.NTS WITH COMPU -TECH FOR TREASURER The Executive presented two addendums to agreements with Compu- Tech for the Treasurer's office. One in the amount of $16,500.00 and the other in the amount of $18,000.00. Roehl reported the Finance Committee reviewed the first addendum .for :16,500 and recommended approval. ROEHL SO MOVED TO APPROVE 30TH ADDENDUMS rOR THE TREASURER'S DEPARTMENT. Motion carried. AGREEMENT WITH COMPU -TECH FOR SHERIFF Executive Louws presented the addendum to an agreement with Compu- Tech for the Sheriff's office in the amount of $20,000.00. Roehl reported the Finance Committee recommended approval of the addendum. ROEHL SO MOWED TO APPROVE THE ADDENDUM. Motion carried. Roehl reported the Finance Committee recommended "do pass" of t =he resolution. Mot.:on carried. REOIsiThON -- BLAINE AIRFORCE PROPERTY V -AN ZANTEN MOVED FOR FINAL PASSAGE THE RESOLUTION IN THE MATTER OF APPLICATION TO THE SECRETARY OF THE INTERIOR FOR AND SECURING TRAN. R:OF REAL PROPERTY OWNED BY THE UNITED STATES, MORE COMMONLY KNOWN AS BLAINE AIR FORCE STATION, TO WHATCOM COUNTY AND GIVING THE 'PARK DIRECTOR THE AUTHORITY TO PERFORM ALL DUTIES IN THE ACQUISITION AND MAINTENANCE OF SAID PROPERTY. Cole reported the Committee of the Whole recommended adoption. Committee recommended "do pass" of EXTENSION BUDGET 'ROEHL MIOVED FOR FINAL PASSAGE THE ORDINANCE AUTHORIZING A REVISED BUDGET TO TAE 1983 CURRENT EXPENSE FUND, AGRICULTURAL EXTENSION BUDGET. Roehl reported the Finance Committee forwarded the ordinance to Council without recommendation. Motion. carried. Chair- person Cole excused himself from the meeting and Vice- Chairman Roehl continued the meeting. OTHER BUSIMSS PO"INT.RORERTS COMMERCIAL CENTER SUBDIVISION PRELIMINARY PLAT JOHNSON'-MOVED TO APPROVE THE HEARING EXAMINER RECOMMENDATIONS REGARDING P:RELINI -NARY PLAT APPROVAL TO CREATE AND DEVELOP A COMMER- CIAL SU:BDIVI.SION TO BE KNOWN AS "POINT ROBERTS COMMERCIAL CENTER SUBDIVISION". Johnson reported the Planning and Development Committee recommended approval of the preliminary plat. Motion carried. Chairperson Cole re- entered the meeting. Rh.CIALOU ESTATES PRELIMINARY PLAT JOHNSON MOVED TO APPROVE THE HEARING EXAMINER RECOMMENDATIONS REGARDING PRELIMINARY PLAT APPROVAL TO CREATE AND DEVELOP A RESI- DENTIAL SUBDIVISION TO BE KNOWN AS "RICHALOU ESTATES ". Johnson reported the Planning and Development Committee recommende approval of the plat. Muenscher stated concerns relating to water storage on pages 11, 14, and 23. JOHNSON MOVED TO REFER THE MATTER BACK TO THE PLANNING AND bEVE OptENT COMMITTEE. Motion carried.
