HomeMy WebLinkAboutCounty Council for August 4 1983OFFICIAL PROCEEDINGS WHATCOM COUNTY COUNCIL MINUTES -- AUGUST 4, 1983 The Whatcom County Council meeting was called to order on Thursday, August 4, 1983 at 7:36 p.m. by Chairperson Cole with all members present except Van Zanten, who was on vacation. MINUTES The minutes of the July 21, 1983 meeting were approved as presented. EXECUTIVE ITEMS BID AWARD: NOR -BELL Executive Louws recommended approval of the bid award to Sires Bros. Painting Contractors in the amount of $18,814.88. HAlnsey reported the Finance Committee's recommendation for approval of the bid award including tax. Motion to approve the bid carried. OVER -LIMIT TRANSFER: FEDERAL SHARED REVENUE Executive Louws recommended approval of the over -limit transfer of $200,000 from Road Maintenance Supplies to Excess Reserve. Council decided to consider the transfer at the same time as the ordinance under final consideration. 1984 REVENUE PROJECTIONS Executive Louws presented and reviewed the 1984 Revenue Projections Based on Six -Month Levels of 1983. Louws requested that Council members submit their suggestions for 1983. Muenscher brought up the possibility of utilizing the z� sales tax to implement the road oiling program. OPEN SESSION Open session was opened and closed with no testimony given. PUBLIC HEARING PUBLIC HEARING IN THE MATTER OF DECLARING CERTAIN COUNTY - OWNED EQUIPMENT, VEHICLES, AND MATERIALS SURPLUS PROPERTY was declared open and closed with no testimony given. Paul Rushing, Director of Public Works Administration, stated that the auction is tentatively scheduled for early September. Hansey moved to authorize the administration to declare Exhibit A surplus property and to establish a date for the auction. Motion carried. FINAL CONSIDERATION OF ORDINANCES ORDINANCE -- GRANTS MANAGEMENT Hansey moved for final passage the ORDINANCE ADOPTING A SUPPLEMENTAL BUDGET FOR THE CURRENT EXPENSE FUND GRANTS MANAGE- MENT DEPARTMENT 1983 BUDGET. Hansey presented the Finance Com- mittee's recommendation of "do pass." Motion passed unanimously. Whatcom County Council Minutes -- August 4, 1983 page 2 ORDINANCE -- DEVELOPMENTAL DISABILITIES FUND Hansey moved for final passage the ORDINANCE AUTHORIZING A REVISED BUDGET FOR THE 1983 DEVELOPMENTAL DISABILITIES FUND. Hansey reported the Finance Committee's recommendation of "do pass." Motion passed unanimously. ORDINANCE -- MEDICAL EXAMINER BUDGET Hansey moved for final passage the ORDINANCE AUTHORIZING A REVISED BUDGET FOR THE 1983 CURRENT EXPENSE FUND, MEDICAL EXAM- INER BUDGET THEREIN. Hansey presented the Finance Committee's recommendation of "do pass." Motion passed unanimously. ORDINANCE -- TRANSFERRING $200,000 Hansey moved for final passage the ORDINANCE IN THE MATTER OF AMENDING THE BUDGET OF WHATCOM COUNTY FOR THE YEAR 1983 BY TRANSFERRING $200,000 FROM CURRENT EXPENSE FUND 501 TO THE COUNTY ROAD FUND. Hansey presented the Finance Committee's recommenda- tion of "do pass." Motion passed unanimously. Hansey also moved for approval of the $200,000 transfer within the 1983 Federal Shared Revenue Fund, and gave the Finance Commit- tee's-recommendation for approval. Motion passed. ORDINANCE -- SHERIFF BUDGET Hansey moved to amend the ORDINANCE AUTHORIZING A REVISED BUDGET FOR THE 1983 CURRENT EXPENSE FUND SHERIFF BUDGET THEREIN: Amend line 11: delete "$3,500" and insert 11$4,500." Motion carried. Hansey moved for final passage of the ordinance as amended, and presented the Finance Committee's recommendation of "do pass." Motion passed unanimously.. ORDINANCE -- COUNTY ROAD BUDGET Hansey moved for final passage of the ORDINANCE ADOPTING A SUPPLEMENTAL BUDGET FOR THE PUBLIC WORKS DEPARTMENT COUNTY ROAD 1983 BUDGET. Hansey presented the Finance Committee's recommenda- tion of "do pass." Motion passed unanimously. ORDINANCE -- FEDERAL SHARED REVENUE Hansey moved to amend the ORDINANCE AUTHORIZING A REVISED BUDGET TO THE FEDERAL SHARED REVENUE FUND: Amend lines 152 and 162: delete $42,000 and insert $41,000 Motion to amend passed. Hansey moved for final passage of the ordinance as amended, and presented the Finance Committee's recommendation of "do pass." Motion passed unanimously. Whatcom County Council Minutes -- August 4, 1983 page 3 OTHER BUSINESS OPEN SPACE APPLICATIONS Johnson presented the Planning and Development Committee's report regarding the Open Space applications of Moberg, Massey, and Bacon. Johnson moved for approval of the open space applications of Moberg and Bacon and theery application of Massey as recommended by the Planning and Develop- ment Committee and the Planning Commission. Motion carried. BOUNDARY BAY A petition received from Point Roberts residents at the Boundary Bay Community Association meeting of July 30, 1983 was received by Council. The petitioners request replacement of the Bayview Drive seawall, from the International Boundary southward, approximately 2,1901. The petition was referred to the Public Services Committee. INTRODUCTION OF RESOLUTIONS AND ORDINANCES RESOLUTION RE: RULES OF PROCEDURE Hansey introduced and moved for referral to the Committee of the Whole the RESOLUTION AMENDING RESOLUTION NO. 79 -1, REGARDING RULES OF PROCEDURE GOVERNING TIME, PLACE AND CONDUCT OF COUNTY COUNCIL MEETING, AND THE INTRODUCTION, PUBLICATION, CONSIDERATION, AND ADOPTION OF ORDINANCES (AS AMENDED BY RES. NO. 79 --11, NO. 80 -42, NO. 82 -1, AND NO. 82 -8). Motion carried. RESOLUTIONS: SOLID WASTE DISPOSAL The three following resolutions were introduced by their proponents: RESOLUTION RELATING TO SOLID WASTE DISPOSAL AND DECLARING WHATCOM COUNTY INTENT TO ASSUME DIRECT RESPONSIBILITY FOR THE COMPLETION OF CERTAIN TASKS MORE PARTICULARLY DESCRIBED HEREIN; RESOLUTION REGARDING SOLID WASTE DISPOSAL IN WHATCOM COUNTY; RESOLUTION RELATING TO SOLID WASTE DISPOSAL AND DECLARING WHATCOM COUNTY'S INTENT TO COOPERATE WITH THE CITY OF BELLINGHAM AND TO ASSUME DIRECT RESPONSIBILITY FOR THE COMPLETION OF CERTAIN TASKS MORE PARTICULARLY DESCRIBED HEREIN After discussion by Council members during which Hawley recommended that the County remain as Lead Agency; Roehl suggested that political posturing has rendered the Council incapable of decision - making in this issue; and Hansey pointed out that the Seattle consulting firm's Feasibility Study is due, Cole recom- mended that Rushing forward copies of the Study to Council immediately upontheir receipt.
