HomeMy WebLinkAboutSpecial Council for March 8 1983JOINT CITY /COUNTY COUNCIL Minutes March 8, 1983 The Joint City of Bellingham /Whatcom County Council meeting was called to order at 7:00 p.m. on Tuesday, March 8, 1983 at The Firs dining hall located at 4605 Cable Street, Bellingham. The following were present at the meeting: City Council County Council Tim Douglas Craig W. Cole W. Haines Fay Donald G. Hansey Dorothy L. Culjat Shirley Van Zanten Dave Wolf J. V. "Jim" Hawley, Jr. Anne Rose C. J. "Corky" Johnson Jim Caldwell Also present were: John Louws, County Executive Jack Garner, City Public Works Department Bob Andersen, Water District No. 10 r Harold Villager, Department of Natural Resources Pat McKelroy, Department of Natural Resources (See the attached list for residents-present in the audience.) PURPOSE OF MEETING Cole stated the purpose of the meeting was to review several issues related to the Lake Whatcom area (i.e. damage repair to private and public property, funding that is available, clean up of debris, and future plans to prevent future flood damage) JOHN LOUWS, COUNTY EXECUTIVE Executive Louws spoke to the issue stating the following: -- Have received FEMA approval of $719,000, which includes 67 damage survey reports -- Will be getting a 75% match from the State -- Ordinance has been introduced to Council to prioritize the road damages -- Moving ahead with off system roads ki Joint City /County Council Minutes March 8, 1983 page two -- Will look to opening the bid in two weeks for the repair of the Lake Whatcom Blvd, bridge. County has already spent $35,000 towards the bridge and will probably spent $60 - 80,000 more -- Spoke to inter - agency flood hazard mitigation report. -- Specific areas being looked at: 1) Smith Creek -- looking at possible flood way 2) Olson Creek -- also looking at flood way, possible dry lake up above for water storage 3) Hillside Road -- Some type of flood way 4) Lake Whatcom Blvd. Bridge and Lake Louise Road -- The Federal government may be looking to buy peoples property which was totally - destroyed -- Approximately 60 days and traffic should be through in all areas -- Looking into a block grant funding program for the Iowa Street area JACK GARNER, CITY PUBLIC WORKS DEPARTMENT Garner made the following comments: -- Impact on water diverson system on Nooksack River -- The Lake Level went over the established 314.94 limit on January 9 and 10th of this year and as a result the City released the flood gates -- As of April 1 the water level will be brought up to 314. for the summer months -- Any piece of debris short of 12 feet should pass through the gates PAT MCKELROY, DEPARTMENT OF NATURAL RESOURCES Mr. McKelroy stated the following: -- There is support from state representatives that the state will authorize up to $200,000 for the Lake Whatcom area. -- DNR has already spent $75,000 on the Lake out of their own budget -- DNR will clean up what debris represents a threat to improvements. Any debris.6 feet or longer will be dealt with -- Will be some smaller pieces of debris which the residents will need to dispose of Joint City /Cou.. y Council Minutes March 8, 1983 page three HAROLD VILLAGER, DEPARTMENT OF' NATURAL RESOURCES Mr. Villager made the following comments to the issue: -- Bids will be opened on March 25. This will be a public works contract. May start removing debris the 1st of April. Only high and dry material will be included in bid BOB ANDERSEN. WATER DISTRICT NO. 10 -- Water District No. 10's bill for this year will be $60,000 to repair water lines -- local government needs to look at evaluating the land uses in the area -- There are no established drainage management mechanisms. -- Need to deal with growth in the watershed. Residents may contact the County Executive or the Department of Natural Resources (1- 800 -562 -6010) for progress reports. Various questions were brought up by the public. Meeting adjourned at 8:25 p.m.
