HomeMy WebLinkAboutSpecial Council for November 8 1984OFFICIAL PROCEEDINGS SPECIAL COUNCIL MEETING Minutes -- November 8, 1984 The Special Council Meeting was called to order on Thursday, November 8, 1984, at 7:05 p.m. by Chairperson Cole with all members Present except Hawley. HEARING -- COUNTY EXECUTIVE'S PROPOSED 1985 BUDGET.AND PROPOSED 1985 FEDERAL SHARED REVENUE BUDGET Chairperson Cole explained the background of the budget process and turned the meeting over to Becker, Chairperson of the Finance Committee. Becker explained the Finance Committee's budget process and announced that the next public hearing on the Finance Committee's proposed 1985 budget would be held on Tuesday, November 27, 1984 at 7:00 p.m. Ed Ross District Court Judge Bob Tull Chairman of the Park Board David Rhea District Court Judge Dick Skeers Homebuilders Association Ruth Eklund, Director Retired Senior Volunteer Program Kathy Heppell R.S.V.P. Program Lynn Dayton, President Mountain Rescue Council Spoke in support of the County Executive's proposed 1985 budget; also spoke about the lack of jury rooms and inade- quate recording in courts. Encouraged the Council to try and stretch the money that is available; outlined Park Depart- ment cuts of previous years. Spoke in support of the County Executive's proposed 1985 budget; also spoke on the impact of DWI cases on the court system. Spoke in support of the County Executive's proposed 1985 budget for the Bureau of Buildings and Codes budget, as outlined in his letter dated 11 -8 -84. Distributed a statistical data sheet on R.S.V.P. data; spoke in appreciation of past County support and requested $20,000 for R.S.V.P. instead of $14,000. Spoke on the cost - effectiveness of R.S.V.P. volunteers for the County. Requested $1,200 of Federal Shared Revenue funds for further equipemnt purchases. Bob Watkins Spoke in support of the proposed 1985 budget for the County Assessor's office. Spoke in support of the County Executive's proposed budget. Spoke in support of mental health programs and the need for them in Whatcom County. Spoke in support of County - funded mental health services. Bob DeVries Spoke in support of $15,000 Catholic Community Services more from County, which would bring their waiting list down from 85 kids to 35 kids. David Koch, Psychiatrist 1000 McKenzie Ave. Bldg. Whatcom Psych. Clinic Hank Levine Private Psychiatrist Spoke on the 1985 request for $40,000..for the Whatcom Psych- iatric Clinic. Spoke on the expense of not providing for mental health needs in the community; stated that the State and Federal government cannot be solely responsible.for funding. Doug Demm Spoke regarding the homeless Emergency Housing Task that he works with and the Force incidence of mental health problems among the homeless. Michael Savatgy Mary Po ntarolo Womencare Shelter Linda Speakman Public Health Nurse T.J. Matthews Bellingham Food Bank Spoke in support of County funds providing for a roadside vegetation management plan and the possibility of hiring a consultant to identify trouble spots in the County. Spoke regarding their request for County funds. Spoke on the importance of Womencare Shelter; she refers women there. Requested $11,000 to purchase a cargo van in order to transport food from Seattle area. Bellingham Food Bank Jim Lowden Coordinator, Food Bank Joyce Seine 2607 Michigan Spoke in support of funding for a cargo van. Spoke in support of Federal Shared Revenue funds for a cargo van. Spoke in support of the County Executive's proposed budget for the Planning Department. Stated that the truck to be purchased would be for all of Whatcom County and not just for Bellingham. Stated that between August, ' 82 and January, 183, approximately 50 tons of produce was moved by the Food Bank network. The City of Bellingham has provided some funding. Spoke in support of financing a new juvenile facility. Being that no further testimony was received, the hearing was closed at 8:50 p.m. The meeting was recessed for five minutes. The meeting reconvened at 9:00 p.m. PRELIMINARY PLAT APPLICATION - SEACLIFFE ESTATES, FILED BY WELSH DEVELOPMENT, INC. Chairperson Cole turned the meeting over to Roehl, Chairman of the Planning and Development Committee, at this time. Roehl stated that the final draft of the findings of fact and conclusions of law had been drafted by the Prosecuting Attorney's office, in conjunction with the Bureau of Buildings and Codes and Mr. Serka's office. Jerry Mixon, Building and Codes Department, stated that he had nothing to add. Phil Serka, attorney for the applicant, stated that he had reviewed the conditions and has no further suggestions to add. Special Council Meetigg November 8, 1984 Page 4 Randy Watts, Civil Deputy Prosecuting Attorney, spoke on the changes that had been made to the final draft of the findings of fact and conclusions of law. HANSEY MOVED FOR FINAL APPROVAL OF THE APPLICATION OF WELSH DEVELOPMENT, INC. FOR A MAJOR DEVELOPMENT PERMIT, PRELIMINARY PLAT APPROVAL, AND SUBDIVISION VARIANCES TO CREATE A RESIDENTIAL SUBDIVISION ATvT RECREATIONAL DEVELOPMENT KNOWN AS "SEACLIFFE PARK Cole spoke in favor of the motion. COLE MOVED TO AMEND THE FINDINGS OF FACT AND CONCLUSIONS OF LAW WITH THE FOLLOWING: page 24, line 15 -- Insert "at all times of the day or night" after the word "access ". page 9, line 15 -- Insert "shall be made" after the word "provisions ". The motion to amend carried. COLE MOVED TO AMEND THE FINDINGS OF FACT AND CONCLUSIONS OF LAW WITH THE FOLLOWING: Condition 58. An R.I.D. agreement shall be included in the final plat committing the developer, its successors and interests and all future property owners in the plat to support the formation of an R.I.D. for future road improve- ments on APA and Boundary Road (according to an equitable assessment formula based on level of use upon full project development.) However, the applicant does not waive the right to protest the allocation of assessment. Motion to amend carried. Motion to adopt the findings of fact and conclusions of law, as amended, carried.
