HomeMy WebLinkAboutSpecial Council for November 5 1984OFFICIAL PROCEEDINGS SPECIAL COUNCIL MEETING WHATCOM COUNTY COUNCIL Minutes -- November 5, 1984 The Special Council Meeting was called to order on Monday, November 5, 1984, at 8:10 a.m. by Chairperson Cole, with all members present except Becker, who arrived at 8:25 and Hawley, who was absent. RESOLUTION - 1984 UPDATED WHATCOM COUNTY COMPREHENSIVE SOLID WASTE MANAGEMENT PLAN _ Bob Jurica, Assistant County Engineer, gave a brief background statement regarding the updated plan and handed out an itemized list of revisions to the plan. He then pointed out the major revisions as listed on the sheet. Mayor Tim Douglas, City of Bellingham, spoke in support of the adoption of the updated plan. He stated that an RFP for a service contract would be prepared over the next few months and that it will be evaluated by the Department of Ecology and local businessmen. Cole stated that the updated plan does not identify where the facility will be. Mayor Douglas stated that small cities would be able to choose whether or not they wanted to participate with Bellingham and Whatcom County in developing a solid waste facility; however if they choose not to participate, they would then have to work with the Department of Ecology on their own plan. Jeff Morris, 2513 E. Kelly, spoke in support of landfilling and recycling rather than incineration. Bill Dollarhide, Blaine City Councilmember, stated that the residents of Blaine were 40 miles from any dump, and that no Citizens Advisory Committee from small cities had worked on the updated plan. He spoke against a single facility and in favor of private enterprise. Bob Jurica stated that the preliminary plan was distributed to all small cities and towns in June, and he had received virtually no comments back.through that process. The preliminary plan was not discussed at a Council of Governments meeting. Hansey stated that he understood Mr. Dollarhide's concerns to be that the preliminary plan was developed without input from the small cities. Special Council Minutes November 5, 1984 Page 2 Jurica stated that there were only two major changes since the 1981 plan: recognizing the City of Bellingham as the lead agency and changing the primary method of waste handling. Corky Smith, Olivine Corporation, Bellingham, provided the Council with information on their Cedarville plant site and the timeline for completion. He estimates that within two and a half months they will be able to burn 50 tons of garbage a day, with a cost of $20.00 per ton guaranteed for up to 20 years. Dennis Smith, Solid Waste Manager at Western Washington University, stated that he felt communication has dropped off since the City of Bellingham became the lead agency. He spoke in favor of looking at other alternatives such as recycling, but going to a landfill facility first. COLE MOVED TO ADOPT THE 1984 UPDATED WHATCOM COUNTY COMPREIiENSIVE SOLID WASTE MANAGEMENT PLAN. Cole spoke to the motion. COLE MOVED TO AMEND THE RESOLUTION WITH THE FOLLOWING: Line 11, add the following to the end of the sentence: if set forth in the attached Exhibit A ". The motion to amend carried. Hansey spoke against the resolution and requested a recorded vote. The motion to adopt the resolution carried (4 -2, Johnson, Hansey).
