SPECIAL COUNCIL MEETING
Minutes -- November 28, 1984
The Special Council meeting was called to order at 7:06 p.m.
on Wednesday, November 28, 1984, by Chairperson Cole with all
members present.
The meeting was turned over to Becker, Chairperson of the
Finance Committee.
RESOLUTION - TRANSFERS AFFECTING THE 1984 BUDGET
Becker gave the Finance Committee report and recommendation.
There was a brief recess at 7:10 p.m. The meeting reconvened
at 7:12 p.m.
COLE MOVED TO ADOPT THE RESOLUTION IN THE MATTER OF TRANSFERS
AFFECTING THE 1984 BUDGET.
The motion carried.
RESOLUTION - SALARY SCHEDULE FOR UNREPRESENTED EMPLOYEES, 1985
COLE MOVED TO ADOPT THE RESOLUTION IN THE MATTER OF ADOPTING
A SALARY SCHEDULE FOR THE UNREPRESENTED WHATCOM COUNTY EMPLOYEES
FOR THE YEAR 1985.
COLE MOVED TO AMEND THE RESOLUTION WITH THE SUBSTITUTE PAGE
ENTITLED "EXHIBIT B ".
Cole spoke to the motion to amend.
Motion to amend carried.
Becker addressed the changes made by the Finance Committee
to the resolution.
HANSEY MOVED TO AMEND BY CHANGING THE DEADLINE FOR THE SALARY
SURVEY WITH THE FOLLOWING DATES:
Change the March 1, 1985 deadline date to February 1, 1985.
Change the April 1, 1985 deadline date to March 1, 1985.
Executive Van Zanten was asked whether this would be enough
time.

Becker spoke against the amendment.
Hansey withdrew the motion to amend.
The motion adopting the 1985 salary schedule for unrepresented
employees carried.
RESOLUTION - SALARY SCHEDULE FOR UNREPRESENTED EMPLOYEES,
NOR -BELL NURSING HOME, 1985
COLE MOVED FOR FINAL ADOPTION OF THE RESOLUTION IN THE MATTER
OF ADOPTING A SALARY SCHEDULE FOR UNREPRESENTED EMPLOYEES OF
NOR -BELL NURSING HOME FOR THE YEAR 1985.
The motion carried.
RESOLUTION - ADOPTING 1985 WHATCOM COUNTY ROAD CONSTRUCTION
PROGRAM
HAWLEY MOVED FOR FINAL ADOPTION OF THE RESOLUTION ADOPTINj'1zr;TL
THE 1985 WHATCOM COUNTY ROAD CONSTRUCTION PROGRAM.
Hawley gave the Public Services Committee report and recommen-
dation for Council approval.
The motion carried.
RESOLUTION - CAPITAL IMPROVEMENT PROJECTS RELATED TO BUILDINGS
AND FACILITIES
COLE MOVED FOR FINAL ADOPTION OF THE RESOLUTION ON CAPITAL
IMPROVEMENT PROJECTS RELATED TO BUILDINGS AND FACILITIES FOR
WHATCOM COUNTY, WASHINGTON.
Johnson spoke in support of the motion.
The motion carried.
RESOLUTION - CONTINUATION OF TAX LEVIED UNDER ORDINANCE
NO. 82 -68
COLE MOVED FOR FINAL ADOPTION OF THE RESOLUTION FINDING THAT
CONTINUATION OF THE TAX LEVIED UNDER ORDINANCE NO. 82 -68 AS AMENDED,
IS ESSENTIAL FOR THE OPERATIONOF NECESSARY COUNTY GOVERNMENTAL
SERVICES IN 1985.
Cole spoke to the motion.

ORDINANCE - ADOPTION OF THE FINAL BUDGET FOR 1985
COLE MOVED TO SUBSTITUTE THE FINANCE COMMITTEE'S RECOMMENDED
1985 BUDGET ORDINANCE ALONG WITH THE ATTACHED BUDGET EXHIBITS.
The motion carried.
Cole explained the exhibits and revised revenue sheet.
Becker provided background information about the Finance
Committee's budget process, as well as comments on the public
hearing testimony received. She stated that amendments to the
budget would be taken in the order received in the packets.
COLE MOVED FOR FINAL ADOPTION OF THE FINAL BUDGET OF
WHATCOM COUNTY FOR THE YEAR 1985 AND RESTRICTING THE EXPENDITURE
OF CERTAIN FUNDS THEREIN.
COLE MOVED AMENDMENTS I (a) AND I (b) (See attached appendix)
ENTITLED "PILOT PROJECT ON CHILD ABUSE.AND CHILD SEXUAL ABUSE ".
Cole spoke to the amendment.
Roehl spoke in support of the amendment.
Hawley spoke against the amendment.
Johnson spoke in support of the amendment.
Motion to amend carried.
COLE MOVED AMENDMENTS II (a) AND II (b) (See attached
appendix) ENTITLED "ADDITIONAL BUDGET PROVISOS ".
Cole spoke to the amendment.
Motion to amend carried.
MUENSCHER MOVED TO AMEND BY REINSTATING THE MASTER GARDENER
AND MASTER FOOD PRESERVER PROGRAMS IN THE AMOUNT OF $4,000 (See
attached appendix number III).
Muenscher spoke to the amendment.
Hawley spoke in support of the amendment.
Cole spoke in support of the amendment.
Hansey spoke against the amendment.
Motion to amend carried.

ROEHL MOVED TO AMEND BY APPROPRIATING $40,000 TO THE
PARKS DEPARTMENT AS UNALLOCATED (See attached appendix
number IV).
Roehl spoke to the motion.
Hansey spoke against the motion.
Becker spoke in favor of the motion to amend.
Hawley spoke against the amendment.
Cole spoke in support of the amendment.
HANSEY MOVED TO AMEND BY INSERTING THE FOLLOWING:
"For Senior Services programs deleted in the budget,
allocate an additional $25,000."
Becker spoke against Hansey's amendment.
Hansey spoke in support of the motion.
Hansey's motion to amend failed.
Roehl's motion to amend carried.
BECKER MOVED TO AMEND BY REALLOCATING WITHIN THE
EXISTING PUBLIC DEFENDER BUDGET (See attached appendix number V).
Becker spoke to the motion.
Motion to amend carried.
HAWLEY MOVED TO AMEND BY DELAYING THE LAYOFF OF A DEPUTY
IN THE PUBLIC DEFENDER'S OFFICE UNTIL 6 -1 -84 (See attached
appendix number VI).
Hawley spoke to the motion.
Hansey spoke against the amendment.
Motion to amend carried.
The meeting was recessed for five minutes at 9:10 p.m.
The meeting reconvened at 9:25 p.m.

OF PROVISO (C) (See attached appendix number VII).

HAWLEY MOVED TO AMEND BY DELETING THE CLERK I POSITION IN
THE PUBLIC WORKS ADMINISTRATION BUDGET IN THE AMOUNT OF $13,756.
AND TRANSFERRING THAT AMOUNT TO THE ENDING FUND BALANCE.
Hawley spoke to the motion.
HAWLEY MOVED TO AMEND HIS MOTION BY DELETING THE WORDS
"TO THE ENDING FUND BALANCE."
Becker spoke against the amendment.
Muenscher spoke against the amendment.
HANSEY MOVED TO AMEND THE MOTION BY MOVING THE AMOUNT TO
THE CATEGORY OF "EXTRA HELP ".
Hansey spoke to the motion.
Becker spoke against the amendment.
Hansey's motion to amend failed.
Muenscher spoke against Hawley's amendment.
Roehl spoke against Hawley's amendment.
Hawley's amendment failed.
HAWLEY MOVED TO AMEND BY DELETING THE RECEPTIONIST POSITION
IN THE BUILDINGS AND CODE DEPARTMENT BUDGET AND TRANSFERRING
THAT $13,176.00 TO THE ENDING FUND BALANCE.
Hawley spoke to the motion.
Motion to amend failed (2 -4, Cole, Roehl, Becker, Muenscher).
HAWLEY MOVED TO ADD A NEW PROVISO (See attached appendix
number IX).
HANSEY MOVED TO AMEND BY ADDING TO THE PROVISO THAT
PRIORITY BE GIVEN TO PERMITS THAT WILL CREATE ECONOMIC DEVELOPMENT
AND JOBS IN WHATCOM COUNTY.
Hansey's amendment carried.
Hawley's amendment, as amended, carried.

MUENSCHER MOVED TO AMEND THE BUDGET BY FUNDING THE "DRAINAGE"
PERSON AND "ACCOUNT" CLERK BEGINNING JANUARY 1, 1985, AND THE
"TRAFFIC" PERSON AND "PLAT" PERSON BEGINNING APRIL 1, 1985.
There was discussion regarding the deadline for written
amendments to the budget and whether or not to allow verbal
amendments without them being written up and distributed to
Council members.
HANSEY MOVED TO SUSPEND THE RULES IN ORDER TO ALLOW
MUENSCHER TO MAKE IiIS VERBAL MOTION.
Motion carried.
Hawley spoke against the Muenscher amendment.
The motion to amend carried.
Johnson recommended that perhaps next year the Finance
Committee budget meetings could be held in Committee of the
Whole meetings instead.
Cole spoke in support of Johnson's recommendation.
Cole spoke regarding the cooperation of the Department
Heads during the Finance Committee's budget review process.
Becker and Hawley also spoke regarding their cooperation.
Muenscher expressed appreciation of Becker's work in chairing
the Finance Committee.
ROEHL MOVED TO APPROVE AND CERTIFY EXHIBIT "A" OF THE
ORDINANCE, AS AMENDED, AS CONSTITUTING THE 1985 COUNTY BUDGET,
WITH THE EXCEPTION OF THOSE PORTIONS PERTAINING TO THE
TREASURER'S OFFICE.
The motion carried.
ROEHL MOVED TO APPROVE AND CERTIFY THOSE PORTIONS OF
EXHIBIT "A" OF THE ORDINANCE AS AMENDED, PERTAINING TO THE
TREASURER'S OFFICE, AS CONSTITUTING THE 1985 COUNTY BUDGET FOR
THAT OFFICE.
The motion carried. (Hawley abstained.)
The motion to adopt the final budget of Whatcom County
for the year 1985 and restricting the expenditure of certain
funds therein carried (6 -0 -1, Hawley abstained).
ORDINANCE - REPEALING ORD. 83 -105. REVISING SALES TAX RATE
Becker provided background information on the ordinance
amending Section 3.32.020 of the Whatcom County Code and
revising the sales tax rate in Whatcom County commencing
January 1, 1985.

Hansey spoke in support of the tax increase.
Hawley spoke against an increase in sales tax.
The motion carried 5 -2 (Johnson, Hawley).
ORDINANCE - ESTABLISHING FERRY RATES FOR 1985
COLE MOVED FOR FINAL ADOPTION OF THE ORDINANCE IN THE
MATTER OF ESTABLISHING WHATCOM COUNTY FERRY RATES FOR 1985.
COLE MOVED TO SUBSTITUTE THE DRAFT DATED NOVEMBER 28, 1984.
The motion to-substitute carried.
Becker spoke on the changes in the 11 -28 -84 draft.
She stated that the Finance Committee recommended approval
of the November 28th draft.
Motion failed 3- 4.(Hawley, Roehl, Johnson, Muenscher).
COLE MOVED TO RECONSIDER.
Cole spoke to the motion.
Motion to reconsider carried.
HAWLEY MOVED TO AMEND THE FERRY RATE ORDINANCE BY
SUBSTITUTING THE 1984 RATES IN PLACE OF THE PROPOSED 1985 RATES.
Hawley spoke to the motion.
Motion to amend failed.
Motion to adopt the 11 -28 -84 draft of the 1985 ferry rates
carried 4 -3 (Hawley, Roehl, Johnson).
ORDINANCE - AUTHORIZING LEVY OF TAXES FOR 1985
COLE MOVED FOR FINAL ADOPTION OF THE ORDINANCE AUTHORIZING
THE LEVY OF TAXES FOR COUNTY AND STATE PURPOSES IN WHATCOM
COUNTY, WASHINGTON, FOR THE YEAR 1985 PURSUANT TO HOME RULE
SECTION 6.10.
Motion carried.
INTRODUCTION OF RESOLUTIONS AND ORDINANCES
RESOLUTION - AUTHORIZING PERFECTION OF 1985 BUDGET
JOHNSON MOVED TO INTRODUCE AND ADOPT A RESOLUTION AUTHORIZING
PERFECTION OF THE OFFICIAL 1985 BUDGET DOCUMENTS OF WHATCOM
COUNTY.
