HomeMy WebLinkAboutSpecial Council for May 10 19841 11 SPECIAL COUNCIL MEETING PUBLIC HEARING Minutes -- May 10, 1984 The Special Council Meeting and Public Hearing was called to order on Thursday, May 10, 1984 at 7:48 p.m., by Planning and Development Committee Chairman Roehl with all members present, except Becker. The hearing was declared open regarding amendments to.the Urban Fringe Subarea Comprehensive Plan Map and Text and the Official Whatcom County Zoning Map affecting land located east and adjacent to the I -5 Frontage Road, south of Slater Road and north of West Bakerview Road, and also regarding consideration of amendments to the Urban Fringe Subarea Comprehensive "Plan Map and Text and the Official Whatcom County Zoning Map. The following testimony was received: Dick Fowler Spoke regarding rezoning the "stair P. 0. Box step" area east of Interstate 5, Sudden Valley and north of the Tourist Commercial Zone at the West Bakerview Road as Light Industrial Impact (LII). At this time, Bill Trimm, Director of the Planning Department, stated that the "Alternative E" map of the Planning Department's recommendation is wrong. The area designated as Urban Residential Medium should be designated Light Industrial Impact and the area desginated Light Industrial Impact should be designated Urban Residential Medium. Roger Almskaar Spoke in support of LII zone from 1310 Indian St. Stuart Road south to the Bakerview Bellingham, WA Road. Supports Alternative "B" of the Planning Staff recommendations. Wayne Young Spoke in favor.of a LII zone for Northwestern Commercial Bank two lots south of the Knotty Pine 1910 Iowa Drive Restaurant. Prefers Alternative Bellingham, WA "C" of the Planning Staff's recommendation. George Wilcox Spoke in favor of an LII zone from 4146 W. Maplewood west Bakerview Road to Slater Road. Bellingham, WA Supports Alternative "C" of the Planning Staff's recommendation. Russ Tabor Supports a RR2A zone instead of an 460 La Vista LII zone south of Airport Bellingham, WA Operations. Corky Smith, Jr. Spoke in support of Alternative "C" 1015 Hilton of the Planning Staff's Bellingham, WA recommendation. Special Council Minutes May 10, 1984 Page 2 James Michell Spoke against a Rural zone for the Airport Manager areas north and south of Airport Bellingham International Operations. Spoke in support of an Airport LII zone in those areas. Bellingham, WA There being no further testimony, the hearing was closed. COLE MOVED THAT THE COUNCIL ENDORSE ALTERNATIVE "B" IN THE STAFF REPORT OF THE PLANNING DEPARTMENT, DATED 5 -9 -84. HANSEY MOVED TO AMEND THE MOTION AND CHANGE "ALTERNATIVE B" TO "ALTERNATIVE C ". Hansey spoke regarding the motion in that he feels that a RR designation is not appropriate for areas located near the Airport Operations site. Cole spoke against the motion to amend, stating that an LII zone changes the "entrance" to the community and that he will vote against the motion to amend. HAWLEY MOVED TO AMEND THE MOTION AND ZONE THE AREA SOUTH OF THE SLATER ROAD TO THE "NORTHWESTERN COMMERCIAL PROPERTY" AS GENERAL COMMERCIAL. Cole spoke against the Hawley's motion to amend. Muenscher spoke against Hawley's motion. Hawley's motion to amend failed 3 -3 (Cole, Muenscher, Roehl). Chairman Roehl re- stated the motion before the Council as "TO CHANGE ALTERNATIVE "B" TO ALTERNATIVE "C." Muenscher spoke against the motion in that he feels it creates too much LII zoning. Johnson spoke in favor of the Hansey motion. Motion to change Alternative "B" to Alternative "C" failed 3-3 (Muenscher, Cole, Roehl). Chairman Roehl re- stated Cole's motion as "ENDORSE ALTERNATIVE "B" IN THE PLANNING STAFF REPORT OF MAY 9, 1984. HANSEY MOVED TO AMEND THE MOTION AND CHANGE ALTERNATIVE "B" TO ALTERNATIVE "D." Hansey spoke against endorsing R2A along Airport Operations Chairman Roehl spoke in support of Alternative "D." • COLE MOVED TO AMEND THE MOTION AND MAKE THE GENERAL COMMERCIAL AREA (SOUTH OF THE SLATER ROAD) A TOURIST COMMERCIAL ZONE DOWN THROUGH AND INCLUDING THE NORTHWESTERN COMMERCIAL PROPERTY. Special Council Minutes ' May 10, 1984 Page 3 . Hansey accepted Cole's motion to amend his motion. Motion to amend carried. HAWLEY MOVED TO CHANGE THE ZONE IN THE AREA NORTH OF THE STUART ROAD AND SOUTH OF AIRPORT OPERATIONS AND REZONE IT LII. Motion failed. Chairman Roehl restated the motion before the Council as TO ENDORSE ALTERNATIVE "D," AS AMENDED, IN THE PLANNING STAFF REPORT OF MAY 9, 1984 AND REQUESTS THE STAFF TO PREPARE FOR ADOPTION THE APPROPRIATE DOCUMENTS TO EFFECT THIS ALTERNATIVE. Motion carried. HANSEY MOVED TO CHANGE THE DENSITY ON THE PROPERTY BOUNDED BY I- 5, RUSLEY DRIVE AND A NORTH /SOUTH LINE TO THE WEST,,CONSISTING OF 3.18 ACRES, BE CHANGED FROM URM 12 TO URM 18.
