HomeMy WebLinkAboutSpecial Council for March 8 1984WHATCOM COUNTY COUNCIL PUBLIC HEARING Thursday -- March 8, 1984 AN ORDINANCE AMENDING THE 1970 WHATCOM COUNTY COMPREHENSIVE PLAN TEXT AND MAP FOR THE GEOGRAPHIC AREA KNOWN AS THE URBAN FRINGE SUBAREA OF WHATCOM COUNTY AN ORDINANCE ADOPTING AND AMEND- ING TITLE 20, THE OFFICIAL WHATCOM COUNTY ZONING ORDINANCE FOR THE GEOGRAPHIC AREA KNOWN AS THE URBAN FRINGE SUBAREA OF WHATCOM COUNTY The Public Hearing regarding the above ordinances was called to order at 7:40 p.m. by Chairperson Cole with all members present. The following testimony was received: 1. Bob Anderson Language in Document 2, page 2 203 W. Holly does not read right. Bellingham 2. Mike Brennan Referred to his letter to the ~ Chamber of Commerce Council dated 3 -8 -84. Opposed 111 Cornwall Ave. to the use of SIC codes. Spoke Bellingham regarding Plastics Manufac- turer's Classification and Conditional Uses. 3. Ivan Fister 4704 Guide Meridian Bellingham 4. Harold Christiansen P.O. Box 238 Bellingham 5. Janice Myers 6440 Goodwin Rd. Everson Opposed to Guide Meridian being zoned Residential. Opposed to Guide Meridian being zoned Residential. Questioned whether property north of the Kellogg Road will remain General Commercial. 6. Dick Fowler Referred to his letter to the P. 0. Box 993 Council dated 3 -8 -84. Opposed Bellingham to 35% open space requirement for LI and the "heavy reliance" of SIC codes. Public Hearing March 8, 1984 Page 2 7. Marie Trap Opposed to rezoning of the Guide Meridian (Horton Road) to LI and not Commercial. 8. Nonabelle Marten Questioned the purpose of a public hearing. Opposed to rezoning of Guide Meridian to Residential and not Com- mercial. 9. J.S. Martin Felt language in the Title 20 1607 Country Lane description of Light Impact Bellingham Industrial is „very loose.„ 10. Corky Smith Opposed to area along W. 1015 Hilton Bakerview Road near the airport Bellingham being zoned Residential and not LI. 11. Clyde Moller Opposed zoning of the Guide 933 - 20th Meridian as Residential. Bellingham 12. Phil Serka Refered to his letter to the 805 Dupont Council dated 3 -8 -84. Comments Bellingham regarding Residential Reserve zoning and the use of public water and sewer. 13. William Keel Felt language in the title 20 1392 Country Lane description of Light Impact Bellingham Industrial is very loose as it relates to the Curtis Road area. 14. Neil Lathrop Comments regarding zoning of 2430 Vista Drive property north of Rusley Drive Bellingham and west of Northwest Ave. as RRM. Feels that the units per acre should be increased 15. Bob Anderson Bellingham Opposed to rezoning of Guide Meridian as Residential Comments on the use of SIC codes in-the rezoning text. Asked for clarification as to why the borderline for the availability of services was placed where it was. Opposed to zoning of Guide Meridian as Residential and not Commercial. Referred to his letter to the Council dated 3 -8 -84 regarding the "stair step" area east of I -5 and north of West Baker - view being zoned residential. Opposed to zoning of the Guide Meridian as LI and not Commer- cial. Referred to a letter to.the Council dated 3 -8 -84 from Burlington Northern Railroad and his letter dated 3 -8 -84. Opposed to the heavy use of SIC codes. Comments regard- ing the present industrial zoning text and the com- prehensive plan in the Curtis Road area. Ruth Markham Guide Meridian Property owner time, that all must be in the March 16, 1984 at zoning area near t as Residential. Opposed to area near airport being zoned Residential. Feels it should be TC, GC, or LI. Opposed to Guide Meridian being zoned Residential and not com- mercial. 28. Jerry Sundean Opposed to Guide Meridian being 4950 Guide Meridian zoned Residential. Commented Bellingham regarding his feeling that the public is not being mode aware of the puiblic hearing in a more "public way."
