SPECIAL COUNCIL MEETING
WHATCOM COUNTY COUNCIL
Minutes -- April 19, 1984
The Special Council Meeting was called to order on Thursday,
April 19, 1984 at 6:40 p.m. by Acting Chairperson Cole, with all
members present except Roehl. A quorum was present.
Continued review was held regarding the application of the Kiewit
Construction Company for zoning major development and shoreline
substantial development and conditional use permits.
Chairperson Cole stated that no new testimony or evidence will be
received, just oral argument and questions and answers on the record.
Phil Serka, attorney for the applicant, referred to his letter,
dated April 11, 1984, which states proposed revisions to the Hearing
Examiner's conditions.
Dave Shelso, Project Engineer for Kiewit, referred to Section 8
in Mr. Serka's letter to the Council. He explained that if the
company cannot dredge until a contract to construct marine oriented
gravity structures is in place, then that would place the Company far
behind schedule.
Donovan Kehrer, Deputy Administrator - Bureau of Building and Codes
Administration, explained the differences between conditions proposed
by his department and those of the Hearing Examiner.
Mr. Shelso explained Exhibit 23, site map, and the function of
the project. He also explained the three kinds of structures the
project will build: jacket structures, concrete platforms, and
gravity structures.
Muenscher asked Mr. Shelso what would happen to the site if the
company closed down. Mr. Shelso stated that he could not say what
would happen.
Becker questioned the local employment condition. Jack Swanson,
attorney for the applicant, stated that it was the intention of the
company to hire local personnel, as much as possible.
Chairperson Cole asked Mr. Serka and Mr. Swanson to prepare and
provide a brief on the local hire rules, and to be prepared to discuss
site abandonment considerations.
The next meeting set for May 3, 1984 was changed to April 30,
1984 4,t`7.30 p.m.. The meeting scheduled for April 26, 1984 was still
sc4ou,led. The meeting was adjourned at 7:40 p.m.
