HomeMy WebLinkAboutLaw and Justice Committee May 29 1984LAW AND JUSTICE COMMITTEE Minutes -- May 29, 1984 The Law and Justice Committee was called to order at 3 :30 p.m. by Chairperson Johnson, with member Hawley present. Member Hansey was excused. Also present was Councilmember Muenscher. Please see attached page for others in attendance at the Law and Justice Committee meeting. DISCUSSION - SOLDIERS AND SAILORS RELIEF FUND The following testimony was received: Phil Stolle Spoke regarding his personal Transient lack of funding from the Soldiers Bellingham, WA and Sailors Relief Fund. George Wilcox Spoke regarding the County's violation 4146 Maplewood in allowing the Allied Veteran's Council Bellingham, WA to disperse the monies from this fund. Steve Mura, Attorney Spoke regarding the administering of 2102 Young Street funds in the Soldiers and Sailors Bellingham, WA Relief Fund. Larry Lepie Stated the purpose of the Soldiers 1117 Undine and Sailors Fund and spoke in opposi- Bellingham, WA tion to the Allied Veteran's Council dispersing the funds. Al Willis Box 281 Bellingham, WA Dennis Jessop Disabled American Veterans P. 0. Box 1549 Bellingham, WA Leonard Russell 3879 Ft. Bellingham Rd. Bellingham, WA Spoke in support of the Allied Veteran's Council dispersing funds. Stated that the DAV offered to disperse funds without charge to the County, and has heard, as of yet, nothing from the County. Spoke regarding that the Allied Veteran's Council does not receive any administrative money to disperse funds. Harold Maxwell Questioned the legality of Allied 1421 Lakeway Drive Veteran's Council dispersing the Bellingham, WA funds. Also stated, that if Allied Veteran's Council is acting illegally, then they should not be charged with with the responsibility. Sue Davenport, Service Director Stated that the DAV offered to do the Disabled American Veterans investigations for the Soldiers and 1509 Broadway #3 Sailors Funds at no cost to the state. Bellingham, WA Law and Justice Committee May 29, 1984 Page 2 Vice - Chairman Johnson announced that another meeting will be held by Executive Van Zanten on May 30, 1984, regarding the Soldiers and Sailors Fund. PETITION - SPEED LIMIT CHANGE ON SAMISH WAY A review was held regarding a petition requesting a speed limit change in the Samish Way area, filed by residents of the area. Ed Henken, Engineering Department, reported that a speed limit study had been completed-and it was the consensus of the report, that a reduction in the speed limit was not justified. Jack Christie, area resident, spoke on behalf of the residents and in support of a reduction in the speed limit. HAWLEY MOVED TO RECOMMEND "DO PASS" TO THE COUNCIL FOR A REDUCTION IN THE SPEED LIMIT, AS SUGGESTED, AND REFER TO THE CHAIR FOR THE DRAFTING OF AN ORDINANCE. Motion carried. RAILROAD CROSSING SIGNAL ON SIPER ROAD A review was held regarding corrspondence from Tom Stitt regarding the installation of a signal at the railroad crossing at Siper Road. Ed Henken, Engineering Department, reported that the installation of signals are planned along the Burlington Northern Railroad crossings. Chairperson Johnson requested that Ed Henken, Engineering Department, respond to the letter received from Mr. Tom Stitt, dated April 18, 1984. LIQUOR LICENSE APPLICAITON - POINT ROBERT'S YACHT CLUB A review was held regarding an application for a Class I Liquor License, filed by the Point Robert's Yacht Club. HAWLEY MOVED TO HOLD A RECOMMENDATION ON HIS MATTER, UNTIL CORRESPONDENCE IS RECEIVED FROM RAY HENSEL, WASHINGTON STATE LIQUOR CONTROL BOARD. Motion carried. PERCIE ROAD CLOSURE A review was held regarding the closure of the Percie Road at the railroad crossing. Ed Henken, Engineer, reported that the closing of the Percie Road has been delayed. The following testimony was received: Tamsin Hekala Spoke in opposition to the closing of 8155 Birch Bay Terrace the Percie Road at the railroad Custer, WA crossing. Law and Justice Committee May 29, 1984 Page 3 Margaret Westman 4460 Hall Road Blaine, WA Fred Chesterly 4502 Loomis Trail Rd. Custer, WA Spoke in opposition to the closing of the Hall Road. Opposed to the closing of the Hall Road. Mr. Westman Stated that the record of testimony re- 4460 Hall Road- ceived at the public hearing held by the Blaine, WA Washington Utilities and Transportation Commission was an inaccurate record of testimony. Don Hurtford Custer resident Spoke against the closing of Percie Road. Yvonne Thomas Stated that the record of testimony 4415 Hall Road received at the public hearing held by Blaine, WA the Washington Utilities and Transporta- tion was an incurrate accounting of testimony received. Chairperson Johnson requested Ed Henken, Director of Engineering, to draft a letter to the Washington Utilities and Transportation Commission and request another public hearing on behalf of the Custer area residents.
