Minutes -- October 4, 1984
The Committee of the Whole meeting was called to order at
7:20 p.m. by Chairperson Cole with all members present.
PRELIMINARY PLAT APPROVAL - SEACLIFFE ESTATES, WELSH
Chairperson Cole explained the process the. Council had
been through up until this point and that this evening's meeting
would be a work session for the Committee of the Whole.
HANSEY MOVED THAT THE COUNCIL DIRECT THE LEGAL STAFF TO
DRAFT FINDINGS OF FACT, CONCLUSIONS OF LAW AND APPROPRIATE
CONDITIONS TO PERMIT THE PROJECT TO BE APPROVED, ESSENTIALLY
AS PRESENTED, WITH CERTAIN CONDITIONS TO BE PLACED UPON IT --
PRIMARILY PUBLIC ACCESS TO THE BEACH THAT WOULD PROVIDE FOOT
PATH -TYPE ACCESS TO THE BEACH AREA, THAT THE ACCESS BE OPEN TO
THE TIDELANDS AND TO THE MEAN HIGH WATER MARK ON THE BEACH,
AND THAT THE CONSIDERATION OF SETBACKS, ETC. BE BROUGHT BEFORE
THE COUNCIL FOR FINAL CONSIDERATION.
Hansey spoke to his conceptual motion.
Cole stated that this was a motion to instruct the
staff and direct work on a re -draft of this proposal. Council
members could then be provided time to submit in writing their
suggestions to the attorney, to be incorporated into the draft
or listed as an option.
Motion carried. The meeting adjourned at 8:00 p.m.
