Executive Van Zanten stated that there were three general
locations being proposed for a juvenile detention facility, as
outlined in her memo to the Council dated October 30, 1984.
Site 1 would involve remodelling the 6th floor of the Courthouse;
Site 2 would be a civic center location, and Sites 3 or 4 would
be located outside the civic center (site 3 on the perimeter of
the city, and site 4, on municipally -owned property outside the
city) .

Livermoore, the original architect of the Whatcom County Court-
house. Mr. Livermoore explained the schematics of the three
proposed locations in more detail.
Following a question and discussion time, the Chairperson
asked for a general sense of the Council's direction. Executive

however it would help the administration to know which general
site proposal to pursue. Following a show of hands, the Chair
stated that the general feeling of the Council favors the
proposed Site 3 or 4,(Johnson and Roehl abstained from the show
