HomeMy WebLinkAboutCommittee of the Whole for October 30 1984WHATCOM COUNTY COUNCIL COMMITTEE OF THE WHOLE Minutes -- October 30, 1984 The Whatcom County Council Committee of the Whole meeting was called to order at 7:05 p.m. on Thursday, October 30, 1984, by Chairperson Craig W. Cole. Also in attendance were Council members Johnson, Roehl and Becker, with members Hansey and Muenscher arriving at 7:15 and 7:35 p.m., respecitvely. Hawley was absent. PRESENTATION - JUVENILE FACILITY Gary Wood, Director of Juvenile Court, presented the Council with historical information on Whatcom County's present juvenile facility. He addressed charts which had been prepared that outlined statistics compiled over the past four years with regard to the population served by the juvenile facility. He also commented on the narrative packet which was presented to the Council. Executive Van Zanten stated that there were three general locations being proposed for a juvenile detention facility, as outlined in her memo to the Council dated October 30, 1984. Site 1 would involve remodelling the 6th floor of the Courthouse; Site 2 would be a civic center location, and Sites 3 or 4 would be located outside the civic center (site 3 on the perimeter of the city, and site 4, on municipally -owned property outside the city) . Paul Rushing, Director of Public Works, introduced Mr. Livermoore, the original architect of the Whatcom County Court- house. Mr. Livermoore explained the schematics of the three proposed locations in more detail. Following a question and discussion time, the Chairperson asked for a general sense of the Council's direction. Executive Van Zanten stated that a decision was not being asked for tonight however it would help the administration to know which general site proposal to pursue. Following a show of hands, the Chair stated that the general feeling of the Council favors the proposed Site 3 or 4,(Johnson and Roehl abstained from the show of hands) . Executive Van Zanten asked how much more information the Council would like to receive before making a final decision. Roehl stated that he would appreciate further explanation on the Committee of the Whole minutes October 30, 1984 Page two costs of the 6th floor remodelling. Hansey stated that the County needs to keep in mind its end goal-- rehabilitation -- and what facility will best accomplish that goal. Executive Van Zanten stated that hopefully more information would be available for the Council after the budget process is completed and before the end of the year.
