HomeMy WebLinkAboutSpecial Council for September 26 1985I� i WHATCOM COUNTY COUNCIL SPECIAL COUNCIL MEETING MINUTES Thursday, September 26, 1985 The Whatcom County Special Council meeting was called to order at 1 :05 p.m. by Chairman Roehl with all members present except Cole and Becker. ,SPECIAL - ORDER..OF BIUS• 1Ji EIS -It was brought to the Council's attention that Patty Jefferson, a local Whatcom County student, had placed third in the world in recent rollerskating championships. JOHNSON MOVED THAT THE CHAIRMAN DRAFT AN APPROPRIATE RESOLUTION AND SET UP A PRESENTATION FOR PATTY JEFFERSON. The motion carried. ,FINAL,.CONSIDERATION OF RESOLUTIONS AMD ORDINANCES Chairman Roehl explained the background on the two resolu- tions and the options that are available for the County at this . -time. There was lengthy discussion on how the County should proceed with regard to the timing of the application of a CERB loan and the annexation of Cordata Mixed Use Business Park. There was discussion on whether members from both the Se.1.l;ingham City Council and the Whatcom County Council should :meet together jointly on Monday, September 30th. SEY MOVED TO SUBSTITUTE DRAFT 6 OV THE RESOLUTION O THE INTENT OF THE COUNTY COUNCIL TO SUPPORT ANNEXATION TI-OW QF THE URBAN SERVICE AREA, AS DEFINED IN THE CITY OF AM URBAN 9ER`TICE -AREA ANNEXATION POLICY, ORDINANCE , AS TT PERTATNS TO DELINEATION OF NEIGHBORHOOD BOUNDA- WHICH CORD'ATA BUSINESS PARK SITE, LOCATED WEST OF GUIDE kd4bltl NORTH OF BAKERVIEW ROAD AND EXTENDING TO APPROX- 7:0`0 FEET NORTH OF KLINE ROAD, IS A PART. The motion to substitute draft 6 of the resolution carried. Whatcom County Council Special Council Meeting Minutes September 2:6., 19`85 Page 2 HANSEY MOVED TO AMEND THE RESOLUTION ON PAGE 2, LINE 30, BY ADDING THE FOLLOWING: "B`E.1T FINALLY RESOLVED THAT THIS RESOLUTION SHALL BE IMMEDIATELY TRANSMITTED TO THE PRESIDENT AND ALL MEMBERS OF THE SELLINGHAM CITY COUNCIL AND THE MAYOR OF THE CITY OF BELLINGHAM.- Hansey spoke to the motion. There was discussion on the resolution. The motion to amend the resolution carried. There was further discussion on the resolution. The resolution declaring the intent of the County Council to support annexation of a portion of the Urban Service Area, as defined in the City of Bellingham Urban Service Area Annexation P.ol icy , ordinance no. 9461, as it pertains to delineation of neig`hb:orhood boundaries, of which Cordata Business Park Site, located west of Guide Meridian Road, north of Bakerview Road and extending to approximately 700 feet north of Kline Road, is a part, as amended, passed. HANSEY MOVED FOR FINAL, ADOPTION OF THE RESOLUTION DECLARING THE 1 -NTENT OF THE COUNTY COUNCIL TO SPONSOR A STATE COMMUNITY ECONOMIC REVITALIZATION BOARD LOAN FOR THE PURPOSE OF FINANCING INFRASTRUCTURE WTTH V :STAGE ONE OF CORDATA MIXED USE BUSINESS PARK TO FURTHER ECONOMIC DEVELOPMENT WITHIN WHATCOM COUNTY, AND AUTHORIZING THE COUNTY EXECUTIVE TO SUBMIT AN APPLICATION FOR A LOW INTHIEST LOAN TO THE COMMUNITY ECONOMIC REVITALIZATION BOARD AND ENTER INTO AN INTERLOCAL AGREEMENT WITH THE CITY OF BELLING- HAM.
