Becker, as Chairperson of the Finance Committee, chaired the meeting. Becker explained how the public hearing would be conducted and gave the Finance Committee's opening remarks and summary of their 1986 proposed budget. Hansey and Cole commented further on the Finance Committee's work on the 1986 proposed budget. Asked a question on the Finance Committee's proposed budget for Mental Health; requested funding for Mental Health at the 1985 level for child sexual abuse programs. Spoke in support of funding Catholic Community Services at present level. Stated that monies from Title XIX come back to the County. Spoke in support of the Finance Committee's proposed 1986 budget. Fred Thompson Distributed written comments District Court Probation to Councilmembers (see attached); spoke in support of maintaining the present staffing level in District Court Probation. Jon Ostlund Distributed a handout to Public Defender Councilmembers (see attached); spoke against cuts in the Public Defender's budget; presented options for Council-•-.. ,,. members to consider if the cuts must be made. Dave McEachran Distributed a handout to Prosecuting Attorney Councilmembers (see attached); spoke against cuts in the Prosecuting Attorney's budget; spoke in support of maintain- ing the present staffing levels spoke against cutting the Chief Civil Deputy's position. Glen Hallman Thanked the Council for past Whatcom County Council support for the Council on on Aging Aging; spoke in support of the newly proposed "Capital Fund ". Bob Ennis Spoke on the impact that cuts Blaine would have on the Blaine Senior Center. Bill Carter Spoke on the impact that Bellingham cuts would have on the senior centers. Carl Benson Spoke on the impact that Bellingham cuts would have on the senior centers. Spoke against cuts in the law and justice; spoke in support of maintaining the present level of staff. Distributed a handout to Councilmembers; spoke against the Finance Committee's proposed cuts to the Humane Society. Spoke on the potential for licensing of dogs in the County in terms of a potential source.of revenue. Raised a question about the Humane Society budget. Acting Chairperson Becker answered Mr. McGaw's question. Spoke against cuts in the criminal justice system. Thanked the Finance Committee for restoring $8,000.00 to the Mental Health budget. Spoke against cuts in the criminal justice system; distributed a handout to Councilmembers; proposed alternatives to the Finance Committee's recommended budget. Sherry Woods Spoke against cuts in the Prosecuting Attorney's budget. Dave Cottingham Spoke against cuts in the criminal justice system.. Sheriff Mount Distributed a petition in support of retaining the Chief Civil Deputy's position in the Prosecuting Attorney's office. Mary Eggert Spoke against cuts in the criminal justice system. Ron Goad Spoke against cuts in the Chief of Lynden Police criminal justice system, especially the Sheriff's Department. John Rietz Spoke in support of main- taining the present level of staffing in the criminal justice system; thanked the Council for restoring monies for Detoxification services at the Olympic Center. Paul Macbeth Spoke against cuts in the Community Alcohol Center criminal justice system. Joan Muenscher Expressed concern about cuts Whatcom County Crisis in the criminal justice Services system. Roger DeSpain Thanked the Council for the Parks Director time spent on the budget and for the level of funding for maintenance for the senior centers in the proposed budget. Acting Chair- person Becker read two items in the record: a letter from Ed Kauffman and a phone call received from Bruce Burpee, opposed to the cuts in the criminal justice system, especially with EXPO 86 coming.
