SPECIAL COUNCIL MEETING
Minutes -- June 13, 1985
The Whatcom County Council Special Council meeting was called to
order at 7:14 p.m. by Chairman Roehl with Councilmembers Hansey,
Muenscher and Johnson present.
_PUBLIC HEARING - APPLICATION FILED BY W.L. DODSON FOR A ZONING
CONDITIONAL USE PERMIT. PRELIMINARY PLAT AND DESIGN
VARIANCE APPROVAL TO CREATE A 29 -SPACE MOBILE HOME PARK
TO BE KNOWN AS "DODSON MOBILE HOME PARK"
Chairman Roehl explained the purpose of the meeting.
The public hearing was declared open.
Ernie Bentley Explained the background on the
805 Dupont application; spoke in support of
Attorney for applicant granting the application
Leland Dodson
1213 Bradley Rd.
Explained why he was requesting
the application
Mr. Bentley stated that both the engineer and the architect were
present to answer questions.
Merle Hitchcock
8664 Vinup Rd.
Dave Ernst, architect
7208 Lankhaar Rd.
Boyd Shea
1346 Kamm Rd.
Raised questions about the water
situation in the surrounding
neighborhood; also spoke on the
density of the proposed develop-
ment on a per acre basis
Stated,,,that there would be 1.5
units per acre
Spoke against the application;
expressed concern about the
water situation in the neighbor-
hood
There was discussion on the water situation.
H.W. Kuiper
1232 Bradley Rd.
Stated that he felt there was a
need for more economical housing
and for zoning regulations; asked
if there could be stipulations
placed on the project that would
require a certification that water
would be available

Bill Tjoelker Expressed concern about the water
1220 Bradley Rd. situation in the neighborhood and
asked who would be liable if the
surrounding wells went dry
Pamela Presley Spoke against the application;
867 Parkland Way spoke on the present situation
Ferndale where she lives (poor water
supply)
Warren Vanderwerff Questioned the density of the
1226 Bradley Rd. the proposed mobile home park;
spoke on the water, sewer and
traffic problems that could
arise
Terri Stremler Expressed concern about the
1249 Bradley Rd. environment of the neighborhood
Peter Raap Distributed a map of residences
1295 Bradley that lie within 1/3 mile of the
proposed site (see attached);
also distributed letters from
five realtors regarding property
values (see attached); also spoke
on behalf of Galen Koetje, property
owner adjacent to the proposed
site, and expressed concern about
water runoff on the proposed site
Dennis Mowry Spoke against the application;
8683 Vinup expressed concern on enforcement
of conditions if the application
is approved '
Howard Heppner Spoke on the water supply of
1160 Garden Drive Lynden High School, which is
adjacent to the proposed site;
expressed concern about the
neighborhood's water supply;
stated that there is an 8" water
line and sewer line that serves
the high school
Gladys Vinup Spoke against the application;
8606 Vinup Rd. read a letter from her son to
the Council into the record

Ernie Bentley Responded to questions that
Attorney for applicant had been raised regarding the
water situation
Mr. Choat Spoke on the water situation
Engineer for the for the proposed project; stated
applicant that Lynden had indicated that
they did not have the capacity
to extend beyond the city limits
for water /sewer service
Chairman Roehl stated that he would enter into the record a memo
from Donovan Kehrer dated March 26, 1985, which deals with the issue
of the location of the boundary between the Agricultural zone and the
General Protection zone where the line crosses the Dodson property
(see attached).
Donovan Kehrer Explained the location'of the
Bureau of Building the boundary between the two zones
and Codes Administration which cross the Dodson property
There was discussion between Councilmembers and the citizens
regarding various aspects of the proposed development.
There was no further testimony, and the public hearing was
closed.
Muenscher spoke in support of holding the written record open for
one week.
Chairman Roehl stated that the public hearing record would be
left open until 4:30 p.m. on Friday, June 21, 1985.
This item will be scheduled for Council consideration at the
first meeting in July.
The meeting was adjourned.
