HomeMy WebLinkAboutSpecial Council for February 28 1985WHATCOM COUNTY COUNCIL SPECIAL COUNCIL MEETING Minutes -- February 28, 1985 The Special Council Meeting of the Whatcom County Council was called to order at 7:04 p.m. by Chairman Roehl, with all members present except Cole, who arrived at 7:12 p.m., and Hansey. DISCUSSION OF THE JOINT POWERS AGREEMENT WITH THE CITY OF BELLINGHAM REGARDING THE DISPOSITION OF SOLID WASTE Chairman Roehl provided a brief background of the proposed agreement. The meeting was then turned over to Jack Garner, City of Bellingham Public Works Department, who distributed an amended agreement and discussed the changes in the amended agreement. Becker spoke in support of the new amended agreement. Following a question and answer period between Councilmembers and Mr. Garner, Chairman Roehl allowed members of the audience to address the Council on this issue. Dan Lidecker Nooksack Valley Disposal Stated that from his standpoint as a refuse collector, there is no longer a garbage problem; spoke in support of a clean fill for non - burnables; answered Councilmembers questions. COLE MOVED TO APPROVE THE REVISED DRAFT OF THE JOINT POWERS AGREEMENT WITH THE CITY OF BELLINGHAM REGARDING THE DISPOSITION OF SOLID WASTE. Carol Rondello Spoke in support of looking 615 - 11th St. at other options for solid Bellingham waste disposal besides thermal reduction facilities. Arnold Klaus Spoke in support of more 1012 Wilson Ave. recycling County -wide; Bellingham spoke against the use of incinerators Bob Muenscher spoke against the motion to approve the Joint Powers Agreement. Council Minutes -- Special Council Meeeting February 28, 1985 Page 2 Hawley spoke against the motion to approve the Joint Powers Agreement. Cole spoke in support of the motion. Johnson spoke against the motion. Roehl spoke against the motion. The motion to approve the Joint Power Agreement with the City of Bellingham failed, 2 -4 (Johnson, Hawley, Roehl, Muenscher). The meeting was recessed at 8:25 p.m. The meeting reconvened at 8:32 p.m. DISCUSSION OF THE USE OF HERBICIDES IN THE COUNTY Chairman Roehl turned the meeting over to Executive Van Zanten. She provided a brief history of past meetings, concerns of various Councilmembers, and information on what the County is presently doing and why. Diane Joplin, Administrative Assistant for the Maintenance and Operations Department, which handles the County spraying program, provided further information on the County's herbicide program. Following a question and answer period with Ms. Joplin, Marlen Hansen, Superintendent of Maintenance and Operations Department, briefed the Council on four possible options the County could take with regards to roadway maintenance and herbicide spraying. Executive Van Zanten stated that the information provided by Mr. Hansen would be provided for the Councilmembers in written form for further review. She then distributed copies of the Public Works Department's recommendation with regard to roadside maintenance programs. Chairman Roehl stated that Councilmembers would have one week to provide written comments and proposals regarding a roadside maintenance program, and that following the receipt of those proposals, a Committee of the Whole session would be set up to discuss the various options -to consider in setting a County policy.
