HomeMy WebLinkAboutPublic Services Committee October 1 1985WHATCOM COUNTY COUNCIL Public Services Committee Minutes -- October 1, 1985 The Whatcom County Council Public Services Committee was called to order at 4 :05 p.m. by Chairperson Cole with all members present. Also in attendance was Council Chairman Roehl. RESOLUTION FOR REASSESSMENT OF PROPERTY, RID #1 (BIRCH BAY LIGHTING DISTRICT) There was discussion on the resolution for reassessment of property within the boundaries of Whatcom County Road Improvement District No. 1 (Birch Bay Lighting District). HAWLEY MOVED TO RECOMMEND APPROVAL TO THE FULL COUNCIL OF THE RESOLUTION FOR REASSESSMENT OF PROPERTY WITHIN THE BOUNDARIES OF WHATCOM COUNTY ROAD IMPROVEMENT DISTRICT NO. 1 (BIRCH BAY LIGHTING DISTRICT). The motion carried. RESOLUTION FOR REASSESSMENT OF PROPERTY, RID #2 (MARINELAND LIGHTING DISTRICT) HAWLEY MOVED TO RECOMMEND APPROVAL TO THE FULL COUNCIL OF THE RESOLUTION FOR REASSESSMENT OF PROPERTY WITHIN THE BOUNDARIES OF WHATCOM COUNTY ROAD IMPROVEMENT DISTRICT NO. 2 (MARINELAND LIGHTING DISTRICT). The motion carried. REQUEST TO DISSOLVE WHATCOM COUNTY WATER DISTRICT #15 Chairperson Cole explained the background on the request to dissolve Whatcom County Water District #15 and distributed copies of a memo from Randy Watts regarding the dissolution of the water district (see attached). Cole suggested that the dissolution be recommended for approval on the condition that the County will not inherit any liabilities as a result of the dissolution of the water district. There was discussion on #15. HAWLEY MOVED THAT THE SEARCH THIS MATTER THOROUGHLY INHERIT ANY LIABILITIES. the dissolution of Water District COUNCIL'S ATTORNEY BE REQUESTED TO TO BE SURE THAT THE COUNTY WILL NOT Whatcom County Council Public Services Committee Minutes - October 1, 1985 Page 2 Cole restated the motion as follows: "HAWLEY MOVED THAT THE COMMITTEE REQUEST THE WRITTEN OPINION OF THE PROSECUTING ATTORNEY AS TO WHETHER DISSOLUTION OF WHATCOM COUNTY WATER DISTRICT #15 WOULD POSSIBLY LEAVE THE COUNTY WITH ANY LIABILITIES." The motion carried. MUENSCHER MOVED THAT THE PUBLIC SERVICES COMMITTEE RECOMMEND TO THE FULL COUNCIL APPROVAL OF THE DISSOLUTION OF WATER DISTRICT #15, PROVIDED THAT THE COUNTY WOULD INHERIT NO LIABILITIES. There was discussion on the motion. The motion carried.
