PUBLIC SERVICES COMMITTEE
Minutes -- June 18, 1985
The Whatcom County Council Public Services Committee was
called to order by Chairperson Cole at 4:25 p.m., with Committee
member Hawley in attendance. Also present were Ed Henken, County
Engineer; Lisa Neulicht and Rita DePuydt, Citizens for a Nuclear
Free Whatcom County; Mike Brennan, Chamber of Commerce, and
Andy Fernando, Bellingham Herald.
CONSIDERATION OF REQUEST BY LISA NE_ULICHT REGARDING SIGNAGE OF
WHATCOM COUNTY A$� NUCLEA -t FREE ZONE
Lisa Neulicht explained her request that signs be placed in
Whatcom County identifying the County as a nuclear free zone.
Ed Henken, County Engineer, answered Committee members'
questions regarding the costs of placing signs along the County's
roadways. He also provided information on the major ports of
entry to Whatcom County and the placing of signs along the state
highways, which is out of the County's jurisdiction.
Mike Brennan, Chamber of Commerce, spoke against the signage
Whatcom County as a nuclear free zone.
Following further discussion regarding the ordinance passed
by the voters declaring Whatcom County a nuclear free zone, and
signage of Whatcom County as a nuclear free zone, HAWLEY MOVED TO
FORWARD A RESOLUTION TO THE FULL COUNCIL IMPLEMENTING THE ITEMS
NUMBERS 1, 2 AND 4 AS OUTLINED IN LISA NEULICHT'S LETTER DATED
APRIL 17, 1985, WITH A RECOMMENDATION OF "DO PASS ".
The motion carried.
RESOLUTION REQUESTING PLAN. COMMISSION TO REVIEW WHATCOM COUNTY
COMPREHENSIVE PLAN, RE: RESOL._ #85 -17
Cole provided the background on the resolution requesting
the Planning Commission to review the Whatcom County Comprehen-
sive Plan in order to bring it into conformity with Resolution
#85 -17 and distributed copies of draft 2.
HAWLEY MOVED TO SUBSTITUTE DRAFT 2 OF THE RESOLUTION AND
FORWARD IT TO THE FULL COUNCIL WITH A RECOMMENDATION OF "DO
PASS ".

SIX -YEAR COMPREHENSIVF_ROAD PROGRAM
HAWLEY MOVED TO RECOMMEND TO THE FULL COUNCIL "DO PASS" ON
THE RESOLUTION IN THE MATTER OF THE HEARING ON WHATCOM COUNTY'S
SIX -YEAR COMPREHENSIVE ROAD PROGRAM.
The motion carried.
ORDINANCE REPEALING WHATCOM COUNTY CODE 2.40.080
There was no one present to brief the Committee on the
ordinance repealing Whatcom County Code 2.40.080, so it was held
in Committee.

HAWLEY MOVED TO RECOMMEND APPROVAL TO THE FULL COUNCIL OF
THE APPLICATION FOR NEW LIQUOR LICENSE FILED BY ROBERT MAURICE
KILDALL FOR BOB'S BURGERS & BREW, 6827 HANNEGAN ROAD, EVERSON,
WASHINGTON.
The motion carried.
OTHER BUSINESS
Hawley reported that he had met with citizens in Point
Roberts regarding the request by Delta Cable Television for a
rate increase and spoke on the correspondence the Council had
received from the Point Roberts Voters Association.
HAWLEY MOVED TO REFER THE CORRESPONDENCE FROM THE POINT
ROBERTS VOTERS ASSOCIATION TO THE FULL COUNCIL, AND THAT RANDY
WATTS, DEPUTY PROSECUTING ATTORNEY, BE REQUESTED TO ADVISE,THE
COUNCIL ON THE OPTIONS AVAILABLE.

The motion referring the correspondence from the Point
Roberts Voters Association to the full Council carried.
The meeting was adjourned at 5 :05 p.m.
