PUBLIC SERVICES COMMITTEE
Minutes -- February 19, 1985
The Whatcom County Council Public Services Committee was
called to order at 1:15 p.m. by Chairperson Hawley, with
Committee member Cole also in attendance.
CORRESPONDENCE - DISSOLUTION OF FIRE PROTECTION DISTRICT #20
The correspondence from Pete Griffin, Deputy Auditor,
regarding dissolution of Fire Protection District #20 was
received by the Committee and forwarded to the Council for
public hearing on March 21, 1985.
CORRESPONDENCE - MCCAW CABLEVISION. DATED 1/15/85
The correspondence from Michael White, McCaw Cablevision,
dated 1/15/85, was received by the Committee and will be
forwarded to the Rate Review Board. Randy Watts will research
this issue further with regard to the rights and power of the
County.
CORRESPONDENCE - DELTA CABLE TELEVISION, DATED 1/7/85
The correspondence from J.S. Thomas, Delta Cable Television,
dated 1/7/85, was received by the Committee. Chairperson Hawley
provided background information on a meeting held earlier in the
year with Mr. Thomas and others from Delta Cable.
COLE MOVED TO REQUEST COUNSEL TO DRAFT A PROPOSED ORDINANCE
ADDRESSING THE THREE POINTS OUTLINED IN MR. THOMAS' LETTER DATED
1/7/85, FOR REVIEW BY THE PUBLIC SERVICES COMMITTEE AT THEIR
NEXT MEETING, WITH COPIES OF THE PROPOSED ORDINANCE TO BE DIS-
TRIBUTED TO INTERESTED PERSON, (i.e. DELTA CABLE TELEVISION,
PUBLIC WORKS DEPARTMENT, AND THE POINT ROBERTS VOTERS ASSOCIATION).
Cole spoke to the motion.
The motion carried.
CORRESPONDENCE - PUGET POWER. DATED 2/6/85 - PROPOSED RESOLUTION
Russ , representing Puget Power, provided background
information on the proposed legislation at the national level.
COLE MOVED TO RECOMMEND APPROVAL OF THE RESOLUTION SUPPORTING
THE ELECTRIC CONSUMERS PROTECTION ACT, WITH THE FOLLOWING AMEND-
MENTS:
Strike the 5th, 6th and 7th "WHEREAS"
Amend the last paragraph of the resolution to read as follows:

over by public utilities of hydro- electric facilities
that have been historically operated by private utilities."
Cole spoke to the motion.
The motion carried.
CLOSURE OF HALL AND PERCIE ROADS
Randy Watts explained the different options that were open
for the Council to pursue with regard to the closure of the
Hall and Percie Roads.
Ed Henken, County Engineer, provided some historical
background information with regard to the road closures.
The following citizens spoke in support of the County pursuing
some method of reopening the Hall and Percie Roads:

Laurie Goddard
Ed Ilenken reported that the staff would like the roads
reopened.
COLE MOVED TO RECOMMEND TO THE FULL COUNCIL THAT THE COUNCIL
DIRECT ITS ATTORNEY TO TAKE SUCH ACTION AS MAY BE APPROPRIATE
AND PRUDENT TO SEEK RE- OPENING OF THE PERCIE AND HALL ROADS.
This item will be brought before the full Council at the
Council meeting of Thursday, February 21, 1985.
The meeting was adjourned at 2 :10 p.m.
